[Clang] Put compat diagnostics in the pedantic group iff ext_warn==false (#220670)
The `compat-pedantic` groups are supposed to be used if a given
extension is only diagnosed in `-Wpedantic`. Update the compat
diagnostics to reflect this and move various diagnostics that already
adhere to this pattern to compat diagnostics.
[clang][cir] Updates SVE tests for dup intrinsics (#222681)
Updates tests for dup intrinsics to match the tests used for classical
code-gen in
* clang/test/CodeGen/AArch64/sve-intrinsics/acle_sve_dup.c.
This is in preparation for merging the two files.

* Upstream archived the repository in 2024 and there are no consumers
left in the tree.
* Bump PORTREVISION to get users noticed about the deprecation.

Please stop librenms service before updating. No harm will occur.
The value in the PID file changes from the service to the supervisor.
Behavior changes: "service librenms status" now reports the daemon(8)
supervisor PID instead of the python PID; log rotation now actually
re-opens the log file.
Upgrade note: an instance started with the previous rc script is
invisible to the new procname and still holds the pidfile lock. Stop
the service before upgrading, or SIGTERM the old supervisor (visible in
ps as "daemon: ..."), which cleanly terminates the child and removes
the pidfile.

[AMDGPU] Select the GFX80 encoding family from the subtarget. NFCI. (#219190)
pseudoToMCOpcode() used the D16Buf TSFlag to switch individual instructions to
the GFX80 encoding family on subtargets with UnpackedD16VMem. Select GFX80 for
the whole subtarget instead, and fall back on VI when a pseudo has no GFX80
real. That is what the flag was encoding anyway: only buffer instructions with
unpacked D16 data have a GFX80 encoding.
D16Buf is now unused, so remove it and free up TSFlags bit 50.

[mlir][memref] Keep memref.load attributes when eliding reinterpret_cast (#221314)
`RewriteLoadFromReinterpretCast` rebuilds the load on the source of the
`memref.reinterpret_cast` with the indices remapped to the non-unit
dimensions, but the rebuilt load carries none of `nontemporal`,
`alignment` or `invariant`:

The rewrite only changes how the same element is addressed, so the three
attributes describe the same access. This forwards them. Same shape of
fix as #221312 for `gpu-decompose-memrefs`.

[SROA] Use SparseBitVector for splittable offsets (#222306)
Doing this means we consume memory proportional to the number of
offsets, not the size of the alloca as before. Inverting the logic so
that rather than initially marking all offsets as splittable then
removing those that aren't, we instead initially have all offsets
unsplittable and only add those that are splittable, means we should
take time proportional to the number of slices, not to the combined size
of slices.
This means we can remove the limit on alloca size, and this approach
should also be faster.
