libproc: link against libctf if MK_CTF != no instead of MK_CDDL != no
Logic prior to this change would incorrectly try linking when MK_CDDL != no,
instead of MK_CTF != no, which could result in the library and the tests being
broken if/when MK_CTF == no and MK_CDDL != no (an uncommon, but possible
combination with today's build knobs).
This change updates the conditional to correctly track the value of MK_CTF, which
in turn is properly toggled to no if/when MK_CDDL == no as it's a dependent build
knob.
This [niche] build bug has been present in FreeBSD since 2014.

Fix a cosmetic-only style(9) bug while here in the same function related

contrib/netbsd-tests: lib/libc/c063: sync with NetBSD
This change syncs the lib/libc/c063 NetBSD tests with FreeBSD. This does
two things:
- Addresses bogus tautologically true assertions flagged by clang and gcc
with ATF 0.22+ [1].
- Brings in some new test coverage.

[clang-tidy] Handle auto&& in missing-std-forward (#220164)
Fixes #142660.
`cppcoreguidelines-missing-std-forward` did not diagnose unforwarded
`auto&&` parameters in C++20 abbreviated function templates, even though
equivalent explicitly declared `T&&` parameters were diagnosed.
Abbreviated function templates represent `auto` parameters using an
implicit `TemplateTypeParmDecl`. The existing
`hasDeclaration(templateTypeParmDecl())` matcher does not match this
implicit declaration when traversal ignores implicit nodes.
Remove the redundant declaration matcher so that these parameters are
handled by the existing template type parameter checks.
Add C++20 regression tests covering:
- unforwarded `auto&&`
- correctly forwarded `auto&&`
- `const auto&&`
- mixed `T&&` and `auto&&` parameters
[libc++][pstl] Implementation of parallel std::is_heap_until() based on __parallel_find() (#218603)
This PR adds an implementation of a parallel `std::is_heap_until()`
based on `__parallel_find()`.
The implementation chops the input range `[first+1, last)` into
partitions and processes them in parallel.
For each partition, it derives the first and the last parents of these
children, and iterates over the parents checking their children for heap
violations.
Basically, it's very close to the implementation of the serial version,
but with a different prologue and epilogue.

Fix caching of functions whose source cannot be retrieved, such as functions defined in a notebook cell. Their identity fell back to str(hash(func.__code__)), which is salted by PYTHONHASHSEED and so differed between processes. A worker reading the func_code.py written by another one concluded that the function had changed and wiped the whole cache directory for it, discarding results computed by its peers. func_code.py is also no longer rewritten in place, so a reader can no longer catch it half-written and draw the same conclusion.
Drop python 3.9 support. The oldest supported Python version is now Python 3.10.
Fix eval_expr (used to evaluate the pre_dispatch argument of Parallel) to raise a ValueError as documented instead of leaking a ZeroDivisionError for expressions that divide or take a modulo by zero.
MemorizedResult now forwards mmap_mode to its store backend, so a cached array reconstructed from a location is memory-mapped as requested instead of being loaded fully into memory.
