[Clang] Lower fp atomic compound assignments into atomicrmw (#216033)
This patch lowers fp atomic compound assignments into
atomicrmw when not in strictfp environment as
exception handling and status flags updates can be ignored. This should
improve final assembly.

[Clang] Only omit deprecation warnings for implicit special members (#219177)
31db0f0a7ae isn't very correct because synthesized deduction guides are
also marked 'implicit', and it's supposed to apply to only
non-user-defined special members.
This patch corrects that behavior.

ix(4): Sanitize negative error codes
Due to development history FreeBSD driver error codes are reported
the same way as in Linux (as negatives) which is inconsistent
with FreeBSD standard. It may cause unexpected behavior when driver
errors are interpreted by a kernel as syscall handler return values.
This patch converts error codes from negative to positive values for
NVM access functions.

ix(4): Remove workaround for 2.5/5G speeds on E610
The problem observed on X550 adapters with 2.5 and 5 Gbps speeds
negotiation on some switches is not affecting E610 adapters.
Remove workaround, which omitted those speeds in the list
of initially advertised speeds and advertise all speeds
supported by adapter.

rc_subr_test: ignore stderr in no_cycles test
nuageinit_user_data_script references 'firstboot_freebsd_update'
and 'firstboot_pkg_upgrade', which are from Ports. In a default
base system test without sysutils/firstboot-freebsd-update and
sysutils/firstboot-pkg-upgrade, rcorder will warn on "unknown
provisions" to stderr, but is otherwise harmless.

Avoids constant rebuilds when using bulk build tools. While here apply
some minor pkglint. I tested all packages on NetBSD 11/amd64 apart from
the install of the standalone-tcsh binary package due to read-only / in
my build sandboxes.
ice(4): Add two more 4-part IDs for E835 adapters
Two additional subdevice IDs were introduced
to distinguish between adapters with and without
manageability over USB support.

[LoopVectorize] Clear stale CycleAnalysis where BlockFrequencyInfo is requested (#220173)
The cost model requests BlockFrequencyInfo lazily, after runImpl has
simplified loops and possibly vectorized some of them. A CycleInfo
cached by an earlier pass then describes the original CFG, and
BlockFrequencyInfo asserts `Resolved >= Pred && "unhandled irreducible control flow"'.
Clear it at the request site, gated on the CFGChanged flag the pass
already uses to decide whether CFGAnalyses are preserved. This covers
loop simplification, which runs before the first loop is processed.
Fixes #218392, exposed by BlockFrequencyInfo migrating to CycleAnalysis.

[Clang] Fix a regression introduced by #216729. (#219998)
We have a very confusing NNS interface:

```
That tripped me up (and that we probably should clean up)
On top of that we were lacking mangling tests for
concept template parameters.
We could use more but the goal of the PR is to address the regression.
