[LICM] Do not strip invariant AA tags (#222686)
This patch refines #218031 by keeping AA tags of promotable stores when
they are valid for aliasing checks, as determined by ensuring that all
exiting blocks are dominated by a store to the same location, with the
same AA tags.
Refuse to export VM disks without 512 byte sectors to VHDX, VDI or VMDK
qemu-img can only write 512 byte sectors for these formats. If the VM
disk was set up with a different sector size the guest laid out its
partitions that way, so the exported image looks empty to any hypervisor
and will not boot. Raise a validation error and point the user at RAW or
QCOW2, which do not record a sector size.
[lldb][Windows] Make RM_RF actually delete files (#222950)
On Windows `RM_RF` was `rd /s /q`, which only removes directories — so
any `$(call RM_RF,...)` naming files silently did nothing, and `|| (exit
0)` hid it. POSIX gets `rm -rf`, which removes both.
`clean::` recipes pass file globs and usually run before the build
(`all: clean ...`), so stale artifacts survived into the next run. Hits
upstream `functionalities/disassembler-variables` too.
Fix adds `del /f /q`, joined with `&` not `&&` so `rd` still runs when
the glob matched no files.

The buildbot was down for a few days due to changes that broke it and we
saw some required changes come up during that time. With this PR merged
we can reenable the buildbot as everything consistently passes.

[CIR][NFC] Fix CIR build after #219195 (#222822)
https://github.com/llvm/llvm-project/pull/219195 marked certain forms of
the create function, and CIR was using those (most
unintentionally/indirectly).
This change updates the CIR code to use non-deprecated forms

[AMDGPU] Optimize i64 uitofp for unsigned byte values
Use v_cvt_f32_ubyte0 when the i64 source is known to fit in an unsigned
byte.
For example:
uitofp (and i64 %x, 255) to float
This avoids the generic i64 to f32 expansion.

[X86] Fix i64-to-bf16 conversion crash on 32-bit targets (#222934)
Converting a loaded `i64` to `bfloat` can crash instruction selection on
i686:

which we rely on to get the values of other `MAP_` values. Provide this

The result of the attached test case is 1, which then gets divided by 8
