Add <sys/cdefs.h> inclusion to a number of headers.
These are the last non-contrib headers that were using macros from
<sys/cdefs.h> but were not including it.

moved setOperationAction(IS_FPCLASS, MVT::f32/f64, Custom) to an
unconditional block, causing all PPC targets — including
powerpc64-ibm-aix -m32 — to mark IS_FPCLASS as Custom. This exposed two
crashes when compiling compiler-rt/builtins for 32-bit AIX (-m32
-mcpu=pwr7):
Crash 1 — masks fcFinite/fcInf/fcInf|fcNan at -O2 (divdc3.c, muldc3.c)
At -O2, IS_FPCLASS nodes carry the nofpexcept flag. For mask 504
(fcFinite, from __builtin_isfinite under -ffp-model=strict) and mask 519
(fcInf|fcNan, injected post-legalize when SimplifySetCC transforms

[AMDGPU] Promote <2 x bfloat> select to i32 (#214598)
`select` on <2 x bfloat> has no operation action registered, so it
defaults to Expand. The vector legalizer scalarizes it into two 16-bit
selects, which are promoted to i16 and selected as a pair of
V_CNDMASK_B16 plus shifts and a repack to reassemble the result on
targets without true16.
AMDGPU/GlobalISel: Legalize BF16 for FP math opcodes (#214059)
Make the BF16 form of G_FCONSTANT legal.
Widen BF16 G_FADD, G_FMUL, G_FMA, and G_FCANONICALIZE to F32.
Revert "release: Ship firmware from kmods repo on DVD"
This was a good idea, but we don't build metapackages in the kmods
repo so it ends up breaking the release build. I might resurrect this
change if/when the kmods repo includes the wifi-firmware-kmod
metapackage.

sys/socket.h: Fix AF_MAX
AF_MAX was always intended to be one more than the greatest allocated
value. Jeff broke this in 2013. Unfortunately, a bunch of people then
decided to adapt to the mistake instead of correcting it.

Checks that directly reference MISRA/AUTOSAR are not accepted for
legal/license reasons. Generic overlapping checks without such links
remain fine.

[offload] Use pinned memory for KLE
Reduce kernel launch latency by using the fast path "pinned host memory
-> device memory" for submitting the kernel launch environment to the
device.
Claude assisted with this patch.
[offload] Pool host and shared allocations
Route them through a memory manager, like the device allocations. Also,
move the registration as pinned memory to the plugin site since only the
plugin knows if the corresponding host/shared memory is pinned.
Improves performance of affected allocations by ballpark 1,000x.
