This renames a patch and splits patch-freebsd to 3 separate patch files.

Refactor NetworkInterface model to reuse existing property names as much as possible, move from/to legacy logic into a custom fieldtype and store all legacy settings in a container named "pending" to ease reconfiguration and updating legacy configurations.

[mlir][arith] Allow folding all +/- 0 under fastmath nsz (#217031)

The fastmath `nsz` flag means the sign bit of 0.0 or -0.0 input operands
can be non-deterministically flipped. This allows us to fold the
following:

(x + (-0.0))
(x - (+0.0))

to x.

[lldb] Add ternary conditional operator to DIL (#211344)

Add ternary conditional operator to DIL: `condition ? true_expr :
false_expr`.
Note: DIL will evaluate only the operand chosen by the condition,
and will not check the type or evaluate the other operand.

[lldb] Scope XML register type IDs to features (#216384)

This change separates XML register-type lookup from ownership:

- Uses a temporary type registry for each `<feature>`, allowing IDs to
be reused safely across features.
- Keeps all parsed types alive in process-owned storage.
- Uses one common registry for enums, flags, and future vector/union
types.
- Prevents stale enum pointers and cross-feature type reuse.

Relates to #214444.

[LoopVectorize] Support vectorization of compressing patterns in VPlan

This adds loop vectorizer support for "compressing" patterns,
for example:

```
int dst_idx = 0;
for (int i = 0; i < n; i++) {
  if (cond[i])
    dst[dst_idx++] = src[i];
}
```

Can be vectorized with a `llvm.masked.compressstore` as:

```
int dst_idx = 0;
