[flang][OpenMP] Move definition of WithSource to flang/Parser (#219024)
This class only needs CharBlock so there is no reason for it to be in
flang/Semantics.
[RISCV][NFC] Align NewPM Pipeline Tests (#218567)
This change:
- Moves to testing O0 (and O3), which is what the legacy PM tests,
rather than O1 (and O3).
- Makes the tests filter out verify passes and require asserts.
- Removes the unnecessary function definitions.
[SCEV] Don't add use flags already present on expression. (#219016)
SCEVUse flags are intended to add extra information. Make sure we do not
unnecessarily set flags in SCEVUse, if they are already present in the
underlying expression.
Also verify in the constructor that we only allow adding flags to
SCEVUse, if the underlying expressio n supportts flags.

[VPlan] Convert more VPlan transforms to use RUN_VPLAN_PASS (#205007)
Convert most remaining VPlan transform invocations to use
RUN_VPLAN_PASS.
This requires updating `removeBranchOnConst` to clean up trivial
now-invalid header phi recipes, which would result in invalid VPlans.
[AMDGPU] Fix in-memory p7 layout in LowerBufferFatPointers (#218973)
i160 has a smaller alloc size and weaker alignment than ptr
addrspace(7), so rewriting aggregate types in place moved field offsets
that GEPs already baked in

[ConstantTime] Address reviewer feedback on llvm.ct.select core
- Fix vector-split build error: call the existing SplitRes_Select for
CT_SELECT instead of the nonexistent SplitRes_CT_SELECT.
- Accept byte types (bN and vectors of them) in the Verifier and document
them in LangRef; add byte-typed X86 codegen and Verifier test coverage.
- Drop the redundant `VT0 == MVT::i1` guard in visitCT_SELECT; the inner
condition-type checks already cover correctness after promotion.
- LangRef: reword the constant-fold rule to the enforceable "constant
operand" form, restate fast-math flags in terms of the general FP-call
rule, and drop the redundant undef/poison propagation paragraph that the
noundef return already covers.
- Revert an unrelated whitespace change in LegalizeTypes.h.
- Drop redundant intrinsic declarations from the InstSimplify test and
soften the SelectionDAGBuilder fast-math comment.
[Offload] Fix self-deadlock on RPC initialization (#219012)
Summary:
Previous change fixed memory leaks, but I neglected the fact that
internally we call a function `initRPCDoorbell` from the AMD plugin that
itself takes the mutex under the mutex, causing a quite obvious
self-deadlock. Do not hold the mutex any longer than necessary.
[NEW PORT] security/open-vulnerability-cli: CLI to query various online vulnerability sources
The open-vulnerability-cli is a command line utility that can be
used to query various online vulnerability sources such as the NVD
or GHSA. The CLI and docker images can be used to mirror the NVD.
Note that the CLI is called vulnz because open-vulnerability-cli
is cumbersome. vulnz is a spring-boot command line utility built
with picocli.

bhyve: Tidy lobits handling in pci_passthru
- The lobits field in the "physical" BAR settings is never used, so
don't bother setting it.
- Expand the comment explaining why the existing lobits are preserved
(namely, to preserve the prefetch flag on memory BARs).

bhyve: Refactor initial PCI BAR setup
Fully initialize BARs with an address of 0 in pci_emul_alloc_bar()
instead of deferring some of that initialization to
pci_emul_assign_bar(). Now, the latter is only used to allocate an
initial address range for PCI BARs.
Note that this means that the pci_passthru model now overrides the
initial lobits after they are set removing the need for a workaround
in pci_emul_assign_bar().
