[MS Demangler] Re-write the Microsoft demangler.

This is a pretty large refactor / re-write of the Microsoft
demangler.  The previous one was a little hackish because it
evolved as I was learning about all the various edge cases,
exceptions, etc.  It didn't have a proper AST and so there was
lots of custom handling of things that should have been much
more clean.

Taking what was learned from that experience, it's now
re-written with a completely redesigned and much more sensible
AST.  It's probably still not perfect, but at least it's
comprehensible now to someone else who wants to come along
and make some modifications or read the code.

Incidentally, this fixed a couple of bugs, so I've enabled
the tests which now pass.

MFC r338105: Remove extra M_ZERO from NG_MKRESPONSE() argument.

NG_MKRESPONSE() sets M_ZERO by itself.

MFC r338201: increase heap size during "loader" on sparc64

Increase the size of the heap size available on sparc64 during
operation of "loader".  The dramatic increase in size of
SPA_MAXBLOCKSIZE in r304321 causes the heap space to be exhausted,
so malloc() fails, ultimately leading to a memcpy() with a
destination of 0x0.

Handle uvm object reference counts in uvm_map more carefully.

Acquire a reference unconditionally first; then let uvm_map consume
it on success, and release it ourselves on failure.

As we did before -- acquiring a fresh reference on success -- another
thread might release the reference with a concurrent uvm_unmap before
we could acquire it back, thereby destroying the object.

disklabel(8) has not used the primary/secondary boot files

Remove %changelog from spec file

Remove the %changelog section from the spec files since it does
not get updated in the master branch.  Not only does this mean
the information is stale, but it can result in 'make deb' failing
to build packages, issue #7825.  This section should be updated
for tagged releases.

Fix libaio-devel requirement for Debian-based distributions

BuildRequires tags for "-devel" packages in the RPM spec file do not
work when building on Debian-based distributions.

Fix this issue by making this requirement conditional to RPM-based
distributions.
