My changes to the constructor changed dependencies. I could either add a
dependency on that library,
or refactor it a bit to avoid it.
I don't know if linking that library is a good idea, so I'm going the
latter.

gif: Reject a short graphics-control extension block.
icc: Fix out-of-bounds pointer formation, use alignment-safe reads, and 64-bit tag bounds in the shared ICC profile decoder (jpeg, png, tiff, webp, jpeg2000, psd).
jpeg: More detection of corrupt files.

[libsycl] add initial sycl::handler impl (#216754)
This PR introduces initial sycl::handler support.
SYCL 2020 declares all direct submissions to queue as {"Equivalent to
calling [queue::submit] with a command group function that calls
handler::...". It seems easier and logical to implement queue methods as
forwarding to handler API. Although queue "shortcut" methods can be
implemented effectively due to their limited functionality. Though I
implement submissions with handler as forwarding to the main queue
methods that will be focused on effective submissions.
Tests implementation is assisted with GH Copilot.

cmpxchg can have a stronger failure than success ordering, so we should
use getMergedOrdering() when computing the memory effects.
I double checked that we intentionally allow failure to be stronger than
success since 431e3138a1f3fd2bb7b25e1f4766d935058136f8.

Remove calls to OpenMP functions when OpenMP is disabled.
Disable OpenMP where not available.
Remove bogus -lomp link flag. Port now builds fine on armv7.

emulators/visualboyadvance-m: Switch to legacy SFML-2, unbreak LINK, break FFMPEG
Remove an unnecessary min/max macro pair interferring with std::min
and std::max to unbreak LINK. The FFMPEG dependency probably needs
some porting so it works with FFMPEG 9, so disable it for now.
