[X86] Support apxf in attribute target (#184078)
As in title. This adds support for using apxf in attribute target.
Individual features are not supported for FMV but are supported for
enabling a feature for the function
Patch done with usage of Claude Code.

devel/py-python-jsonrpc-server: Deprecate and mark broken
There is no new version in 6 years, the upstream build and CI are
failing and nothing depends on this port, hence the removal.
