[GVN] Decouple GVNValueTable and GVNPass (NFC) (#226232)
This is a first patch in series with the ultimate goal to move `GVNPass`
out of `GVN.h` and into `GVN.cpp`.
This is not straightforward because because of the rather tangled
dependencies between `GVNPass`, `GVNHoistPass`, `ValueTable`, and
`LeaderMap`.
The `GVNHoistPass` pass references `GVNPass::ValueTable`, by peeking
into `GVNPass`, resp. including `GVN.h`. Since `GVNHoistPass` does not
actually depend on `GVNPass` itself, but only on the `ValueTable` it
contains, it would make more sense to move `ValueTable` out of `GVN.h`
to its own header file, to be included by both `GVN.h` and
`GVNHoist.cpp.`
That's not entirely straightforward either since `ValueTable` has
several member functions taking a `GVNPass` reference as an argument.
This prevents moving `GVNPass` out of `GVN.h` and into an anonymous

[mlir][tosa] Add assembly format for CONST (#226147)
This commit adds an assembly format for the TOSA CONST operation.
Previously, the generic assembly format was used while all other
operations had a custom format. It takes advantage of the incoming
textual format changes in #217291, to minimise impact to downstream
consumers.

[mlir][memref] Enforce consistent reinterpret_cast metadata (#217338)
This PR implements [[RFC] Clarify `memref.reinterpret_cast` Verification
of Dynamic
Metadata](https://discourse.llvm.org/t/rfc-clarify-memref-reinterpret-cast-verification-of-dynamic-metadata).
## Context
`memref.reinterpret_cast` describes its result through both its mixed
offset/size/stride metadata and its result `MemRefType`. Currently,
verification allowed a dynamic result-type correspond to static
operation metadata, introducing inconsistent descriptors.
For example, the verifier permits:

to offset: [0], sizes: [%n, 2], strides: [%s, 1] : memref<f32>
to memref<?x?xf32, strided<[?, ?], offset: ?>>
```
where the operation constructs a descriptor with a statically known

DataExtractor::GetByteSize returns uint64_t for reasons I don't yet
understand. I might change it to size_t but let's unblock the build for
now.

[X86] Select standalone ~(-1 << n) masks as BZHI (#226158)
InstCombine canonicalizes (1 << n) - 1 to xor (shl -1, n), -1. When that
mask feeds an AND, X86DAGToDAGISel::matchBitExtract folds the whole
expression into BZHI, and the add form is selected as BZHI even on its
own because Select enters matchBitExtract from ISD::ADD. The xor form on
its own is not: a mask that is returned, stored, or consumed by anything
but AND is selected as mov -1; shlx; not.
Enter matchBitExtract from ISD::XOR too under BMI2, so the standalone
mask becomes mov -1; bzhi. That is one instruction shorter and avoids
the shlx+not dependency chain. BMI1-only targets keep the shift form,
since BEXTR would need the count moved into bits 15:8 first.

ports-mgmt/pkg-be-plugin: new port
pkg-be-plugin is a pkg(8) plugin that automatically creates a ZFS
boot environment before each install, upgrade, or deinstall
transaction. If a transaction leaves the system in a broken state,
the pre-transaction BE provides a clean rollback point.
The plugin uses libbe(3) directly with no subprocess invocations of
bectl(8) or zfs(8). Boot environments are pruned automatically based
on a configurable keep count and minimum age.

misc/yelp: import yelp-49.2
This is the gtk4 version, replacing the gtk3 version. Reimporting
under an unversioned prefix, since 'yelp3' is a bad match for yelp 49,
and we don't expect multiple versions in pkgsrc again.
