configd: further restrict configd actions to root and wwwonly for more sensitive actions (stopping services, reading certain data, ..) that won't be scheduled anyway and should have no other consumers.

In the long run we might consider swapping the defaults, but since the chance of regressions is rather larger and most callouts aren't that problematic anyway, opt for explicit elevated rights for now.
[clang][CFG] Fix lambda capture evaluation order (#211877)
Previously, the captures were emitted in their spelling order - but in
the CFG that gets translared in a reversed order.
Because of this, we need to emit them in reversed order to get them
appear in their natural order.

rust197: add patches so that this works on NetBSD/aarch64eb again.
Pkgsrc changes:
* Add patches to the newer memchr crates so that it also
works on big-endian aarch64.

(So eventually these patches may be removed once the older
memchr crates are retired by the rust compiler.)

rust197: add an explicit test for "new enough LLVM" to options.mk.
This is so that an attempt at building with an older already-installed
llvm will fail much earlier than long into the rustc build. Leave a
comment where to look for the LLVM requirement in the code.
