Remove hw_l and ce_l entitlement columns
This commit adds changes to drop the HW+L and CE+L columns from the entitlement engine. Fibre channel was the only feature granted through them, so it is now gated purely on the license carrying the FIBRECHANNEL key (hw_k/ce_k), and a license lacking a feature's key resolves to no column and is denied.

Upgrade Apache OpenOffice to version 4.1.17 RC1.
Switch from system textproc/libtextcat to bundled libtextcat.
The system version probably never worked properly because it
lacks UTF-8 support, whereas the bundled version has been patched
to support UTF-8. Regenerate the libtextcat patch from the
version on the trunk branch which has FreeBSD build fixes.
Longer term, libtextcat should be replaced by libexttextcat.
Disable WIKI_PUBLISHER and mark BROKEN. It relies on
apache-commons-httpclient which has an open MITM CVE. It should
be upgraded to Apache HttpComponents, but that requires a newer
java.
Remove old code optimization tweak that is probably left over
from when we used the buggy -Os compiler optimization flag.

Import App::Yath::Script-2.000017 as devel/p5-App-Yath-Script.
App::Yath::Script provides the initial entry point for the yath script. It
handles script discovery, configuration loading, version detection, and
delegation to version-specific script modules (App::Yath::Script::V{X}).
During the BEGIN phase, do_begin() locates .yath.rc and .yath.user.rc
configuration files, determines the harness version to use, and delegates to the
appropriate App::Yath::Script::V{X} module. At runtime, do_runtime() hands off
execution to that module.
