[DirectX] Remove unused heap resources (#218093)
Add handling of `llvm.dx.resource.handlefromheap` to
`DXILRemoveUnusedResources` pass. In practice heap resources are usually
assigned to local variables, and get cleaned up in earlier passes if
unused. If that does not happen for some reason, they get removed by
`DXILRemoveUnusedResources`.

devel/boost-libs: fix build on armv7
A file was moved, causing an armv7-specific instance of REINPLACE_CMD
to fail. As this fix up became a no-op in a recent version anyway,
just get rid of the whole thing.

[MLIR] Add inherent attribute visitor (#217881)
Visit inherent attributes directly from operation property storage.
Allow visitors to replace values through generated property conversions.
Keep populateInherentAttrs as a wrapper and migrate core IR callers.
This is intended as a more efficient than populateInherentAttrs that
avoids materializing the list.

[CIR] Diagnose a union whose spanning member supplies no data
The accept rule and mapCIRType disagreed on what counts as data. The rule
asked !memberIsEmptyRecord, the mapper asked holdsDataForABI, and the two
part ways on an access unit holding only unnamed bit-fields: the rule
counted it, the mapper dropped it. So a union could be accepted on the
strength of a member the classifier never saw, and one holding a 3-bit
named field beside a 64-bit unnamed one came out i8 where classic gives
i64, with no diagnostic.
Ask both questions of the same member so the two agree. A union holding a
20-bit named field beside a 64-bit unnamed one goes NYI as well, and that
one is correct today at i64, so this costs a little coverage until the
unnamed unit can carry its bytes into the classification.

Add a UTC hardware clock checkbox to the timezone page
The timezone page picked a zone but never said whether the hardware
clock keeps UTC or local time, so the installed system fell back to
whatever the live image shipped, which was local time. On a machine
whose RTC keeps UTC the clock was then off by one UTC offset, and
tzsetup was the only way to correct it after the install.
Add a checkbox, checked by default, that writes utcClock=yes or no for
pc-sysinstall. It is written to the config whether or not a timezone was
picked, so the installed system always gets an explicit answer instead
of inheriting one from the image.

[libc] Add stub for confstr (#218789)
POSIX defines confstr as returning strings for various macros (see:
https://pubs.opengroup.org/onlinepubs/9799919799/functions/confstr.html)
This PR adds an implementation as experimental that always returns that
there's no valid string.
