[AArch64][PAC] Don't move sp adjustments to form better epilogue AUTs (#221009)
This has proven to be pretty fragile, and generally unsound. Instead, we
should treat the location of the PAUTH_EPILOGUE as _the_ location of the
AUT, and accept whatever that means in terms of the codegen we have to
emit for that pseudo at the time we emit it.
net-im/flare: Add PORTSCOUT limit for 0.x
Portscout finds a tag named 'v1.6.0' that is from one of
the Cargo crates, not relevant to upstream project Flare.
Tested using locally ran portscout.

[lli] Honor explicit emulated TLS option in ORC mode (#217554)
JITTargetMachineBuilder enables emulated TLS by default, but lli's ORC
path did not forward the existing -emulated-tls option. Consequently,
explicitly passing -emulated-tls=false still produced emulated-TLS
accesses.
Forward an explicitly specified value into the ORC JIT target-machine
options. Leave the builder default unchanged when the command-line
option is omitted.
Extend the existing OrcLazy emulated-TLS test with the false case,
verifying that native lowering is selected instead of
__emutls_get_address.
Rename emulated-tls.ll to tls.ll, and add a TODO to replace the
error-based checks with successful TLS execution tests using the new ORC
runtime.
flang: Compute the module DataLayout from the triple and ABI
This fixes a bug where the target abi name wasn't populated. The datalayout
for the default abi would be used, which sometimes changes the datalayout.

[libcxx] Update libatomic check (#224162)
This PR is a proper fix for the libatomic workaround. The old system
just checked if adding `-latomic` succeeded, and added it if it worked.
After this change it checks if an example program works without
`-latomic` as well as with `-latomic`. It adds the flag only if the test
passes with `-latomic` and not without.
In short: the new version only adds `-latomic` if it's necessary.

[clang][test] Update ByteCode test expectations after #219288 (#224389)
### Summary
Fixes CI test failures introduced in #219288:
- In `clang/test/AST/ByteCode/records.cpp`, resolves the existing
`FIXME: See #85601` by updating `static_assert(discarded() == 1)` to
`static_assert(discarded() == 0)` now that temporary destruction timing
in aggregate default member initialization is fixed.
- In `clang/test/SemaCXX/aggregate-default-member-initializers.cpp`,
removes outdated `bytecode-error` and `bytecode-note` annotations in the
`lifetime` namespace that caused `-verify` failures ("diagnostics
expected but not seen") under `-fexperimental-new-constant-interpreter`.
Fixes build breakages on `main` affecting pre-merge CI across subsequent
PRs.

[libc++] Include some Lit features in LNT submissions (#218043)
The Lit test suite already sniffs out some properties of the library
configuration we are testing / benchmarking. This patch augments the
run-benchmarks script to pick up a few of these detected features so
they can be included in the Machine information contained in
submissions.
This is important to help pin down exactly what is being benchmarked.

[libcxx][libc] Update LLVM-libc link list (#224164)
LLVM-libc provides all the libc functions in `libc.a` and `libm.a`, so
this PR adds the configuration flags that prevent linking
`libpthread.a` and `librt.a` (inside `libc.a`) and `libatomic.a` (inside
compiler-rt).

[libc++] Automatically detect the OS in benchmark jobs (#224386)
This simplifies the machines.json definition: we don't have to
explicitly say what OS we're running on, the job just figures it out.
qemu: disable the ParavirtualizedGraphics (pvg) driver on macOS 27
The driver got broken by Apple's changes and there is no upstream fix yet.
Side note: Claude was able to cook up a patch but it is tainted and would
not comply with upstream's nor TNF's policy so you will not find it here.
