ping: fix listing test cases when scapy is not installed
The ATF-python test program was attempting to list test cases that
require scapy. But it attempted to import the scapy module before the
test cases had been listed, resulting in an ImportError that kyua
interpreted as a test program crash.
Fix this behavior by handling that ImportError well enough to list test
cases, but not run them. If scapy isn't present, Kyua will refuse to
run the test cases. But it needs to be able to list them in order to
know to skip them.

[mlir][func] Fix a crash in DuplicateFunctionEliminationPass (#209667)
Previously, we used `SymbolUserMap::replaceAllUsesWith` to replace
symbols, but this could not update the symbol table cached by
`SymbolUserMap` during traversal, leading to a crash. This PR switches
to `SymbolTable::replaceAllSymbolUses`, which always operates on the
latest symbol table and avoids the crash. Fixes #209648.
[libc][cmake] Enable assertions and Werror for baremetal builds (#214093)
Enable LLVM_ENABLE_ASSERTIONS and LLVM_ENABLE_WERROR in
baremetal_common.cmake
to ensure pre-merge checks catch assertion failures and compiler
warnings for
baremetal targets.

fusefs: better handling for low-memory conditions
Under conditions of low memory, getblk can fail. fusefs was not
handling those failures very systematically. It was always using
PCATCH, which appears to have been originally copy/pasted from the NFS
client code, but isn't always appropriate:
* During fuse_vnode_setsize_immediate, which can be called from many
different VOPs and from the vn_delayed_setsize mechanism, remove
PCATCH. Some of these callers cannot tolerate allocate failure.
* In fuse_inval_buf_range, don't assume that getblk will always succeed.
* When calling fuse_inval_buf_range from VOP_ALLOCATE,
VOP_COPY_FILE_RANGE, or VOP_WRITE (with IO_DIRECT), return EINTR if
the allocation fails.
* When calling fuse_inval_buf_range from VOP_DEALLOCATE, remove PCATCH.
This VOP must not fail with EINTR.

texproc/sasso: New port: Fast and conformant Sass to CSS compiler
Sasso is a compiler for Sass, the Syntactically Awesome Style Sheets
language, written in Rust. Sass provides features such as variables,
nesting, mixins, inheritance and imports, which allows one to write
CSS (Cascading Style Sheets) more easily and tersely.
Sasso supports both the SCSS syntax -- a superset of CSS3 -- and the
older indended Sass syntax. It aims for a perfect compatibility with
the current release of Dart Sass, the reference implementation of the
Sass language. It is tested against the official Sass Spec Suite where
it achieves a 100% success rate on the subset implemented by Dart
Sass, producing byte-for-byte identical outputs.

All M68040 configs require FPSP, and all M68060 configs require M060SP,
so just make M68040 and M68060 dependent on their respective software
packages rather than having to duplicate the options across every kernel
config.
Re-factor the MVME-1xx kernel configs to reduce duplication. Further
shrink the VME* configs to be much closer to "bare minimum for this
machine" to help out small memory config units (4MB base RAM on some).
boot0cfg: Also allow a file as a trailing argument
Modify the disk check to allow arbitrary files as the trailing argument
instead of requiring a live GEOM disk provider.
This enables modifying a boot0 binary file in-place before flashing it
to a disk via gpart bootcode, or using it directly as an argument to
mkimg's partition specification, as these tools cannot directly adjust
the parameters of the boot0 boot manager.

Add PISA register file, instruction set, and MC layer
Add the PISA register file and register-bank descriptions, the instruction
formats and definitions, and the MC/assembly layer (instruction printer,
register and code encoders, target streamer, MC target description and the
supporting enums), replacing the stub descriptions from
the initial target skeleton.
This provides the instruction-set description and assembly-emission
foundation. The GlobalISel lowering and instruction selection that consume it
are added in the following changes.
[clang][StaticAnalyzer] Add support for variables and fields in GetEnclosingDeclContextSignature
Function `getIssueHash` relies on the name of the enclosing
declaration of the issue Decl for hashing. But the underlying
function `GetEnclosingDeclContextSignature` does not compute the
enclosing declaration for variables or fields, causing missing HTML
reports despite text warnings being printed.
The added
`clang/test/Analysis/Checkers/WebKit/html-diag-dedup-members.cpp`
example is a reproducer of this kind of issue we observed in WebKit.
Also, `RawPtrRefLocalVarsChecker` and `RawPtrRefMemberChecker` never
called `Report->setDeclWithIssue()`. This commit fixes it.
