[offload-arch] Report failure when KFD topology cannot be read (#217449)
## Motivation
printGPUsByKFD() did not check the error code until looping over a
`directory_iterator`. This worked fine unless the `directory_iterator`
fails to construct, which is possible if the KFD topology cannot be read
(e.g., in WSL). This meant that printAMD() would get a success but no
GPU, when it should instead have gotten a failure and fallen back on
printGPUsByHIP().
## Solution
Checks the error code after constructing the `directory_iterator`. The
actual fix is only a few lines in
`clang/tools/offload-arch/AMDGPUArchByKFD.cpp`.
## Testing

snd_uaudio: Use uDWord for the UAC2 sample rate
uaudio20_set_speed() split the sample rate into bytes by hand. Use
uDWord and USETDW() instead.
No functional change intended.

InstSimplify: Fold nonnull addrspacecast of null to poison
Perform the definitional fold if the source value is null
in the default address space.

[BlockExtractor] Invalidate analyses after splitting landing pads (#217853)
`-passes=extract-blocks` with no block list still edits the CFG.
`splitLandingPadPreds` runs over every function before the block list is
consulted and splits any landing pad whose predecessors include a
landing pad other than the invoking block, but it never touched
`runOnModule`'s `Changed` flag, so the pass returned
`PreservedAnalyses::all()` and the DominatorTree cached by an earlier
function pass survived a CFG it no longer describes.
Two consumers fall over on the reporter's input.

gives `br i1 poison` on a condition that is `icmp eq i32 0, 0`, because
`prepareWorklist` asks the stale tree about blocks it has no node for.

[SimpleLoopUnswitch][NFC] Factor out conditional clone legality check (#217884)
Move the caller-side legality checks of isSafeForNoNTrivialUnswitching
(no token values used outside their defining block, no convergent calls,
plus the existing Loop::isSafeToClone conditions) into a new
Loop::isSafeToCloneConditionally helper, preserving current behavior
exactly.
Transformations that may cause cloned loop bodies to execute
conditionally need these stricter conditions than plain cloning; a
follow-up commit will use the helper from IRCE's LoopConstrainer as
well, which is currently missing this check entirely.
Factored out of #151062 by review request.
[MLIR][ODS] Print prop-dict fields with custom printers
Generate a key-value prop-dict printer that dispatches each field to its ODS
printer while retaining attribute conversion for non-compositional default
parsers.
Keep operation-specific property printer hooks ahead of the generated
implementation and preserve legacy input compatibility.
Update the OpenACC cache checks for the generated custom property spelling.

[ARM_ACLE] Update implementation of __rev16ll for better codegen quality (#217596)
The existing implementation of `__rev16ll` results in a suboptimal code
with multiple instructions than necessary and does not make use of
64-bit variant of `rev16` instruction which was introduced after the C
function was originally introduced.
[CMake] Remove references to GnuWin32 tools from `LLVM_LIT_TOOLS_DIR` (#217657)
Change "GnuWin32 tools" to "Unix tools for Windows". The GnuWin32 tools
are no longer recommended and the current recommendation is to use the
Unix tools from Git for Windows.
lang/nodejs: revert fix
After a discussion with wiz@ and some extended testing, it turns out
that the build fix for {macOS,NetBSD}/amd64 related to c-ares appears to
no longer be necessary. The pull-up request #7242 issued for lang/nodejs
version 26.3.1 (as per pkgsrc-2026Q2) remains relevant and correct
though, per my analysis of the issue.
Tested on NetBSD/amd64 (11.0_RC6)

[AArch64][NFC] Refactor SVE tail-folding option interleave test (#217560)
Replace the interleave3 test case with interleave4, since interleave3 is
not yet modelled by the cost model.
