pcppi(4): Don't detach at shutdown.
No reason was ever given for detaching this at shutdown; if there's
some important resource to release, it can be done in a pmf hook, but
otherwise it interferes with other functionality.
PR kern/60735: BEEP_ONHALT fails on i386
interfaces: retire these problematic validations
ISC DHCP is no longer installed by default and mostly not installed
on newer installations. However, people tend to use older backups
and the server may be enabled still. The alternative would be to
add a plugin check, but I don't really see the point in dragging this
on.

Still doesn't build:

net: qrtr: resend HELLO on MHI resume
Since the MHI HELLO exchange was relocated, it is sent only at device
registration. During a suspend-resume cycle, the firmware in WiFi
cards such as WCN7850 indefinitely waits for another HELLO,
triggering:
ath12k_wifi7_pci 0004:01:00.0: timeout while waiting for restart complete
ath12k_wifi7_pci 0004:01:00.0: failed to resume core: -110
Fix this by triggering the handshake from resume_early in the MHI
transport.
Validated on Qualcomm X1E-801800 on Lenovo Slim 7x across 10
suspend-resume cycles.
