A step size of "zero" does not indicate "zero iterations". It may
indicate an infinite number of iterations.
This commit makes some transformations more conservative. We used to
fold away some loops with step size 0 and that's now no longer the case.

Improve port:
- Un-bundle libcjson, libogg and opus.
- Replace "BUILD_DEPENDS+=" with "BUILD_DEPENDS=".
- Add USES+=dos2unix - source files use DOS end-of-line characters.
- Use ETCDIR instead of ${PREFIX}/etc/teddycloud.
- Optimize do-install - remove duplicates, merge COPYTREE_SHARE, remove
unnecessary MKDIR.
- Remove empty post-extract.

The idea is to have a stable and GNU-based toolchain for standalone
code. Such code often has GNU-specific quirks and tends to break
when we update base clang, base lld or ports gcc.
This uses the same gcc and binutils versions as the devel/arm-none-eabi
toolchain because... why not. I'm not providing an i386 FLAVOR but
someone who cares could add it easily.
Discussed with kn@ during his net/ipxe effort. Hopefully this will be
usable for sysutils/firmware/vmm (conversion not tackled yet).
