Mk/Uses/npm.mk: Add new variable NPM_PREFETCH_ARCHS
A node modules archive created by the prefetch function may vary
depending on the architecture, especially if the archive contains
architecture-specific node modules.
This variable can be used to indicate which architectures the node
modules archives are prepared for.
If you prepared the archives for amd64 and aarch64 architecutres,
specify:
NPM_PREFETCH_ARCHS= aarch64 amd64

Mk/Uses/npm.mk: Always use X' for denoting BLOB data type
SQLite's .dump always uses X' (capital X) for BLOB. So it's better we
use X' in the code for securing reproducibility of node modules
tarball created by pnpm.
Also, conversion from x' to X' in output dump file in case x' is
accidentally mixed in.

Mk/Uses/npm.mk: Quote TMPDIR and WRKDIR in shell comparisons
When TMPDIR is unset, the generated shell command becomes:
if [ != ${WRKDIR} ]; then
and /bin/sh reports:
[: !=: unexpected operator
Quoting both variables fixes the issue.

Mk/Uses/npm.mk: Unbreak make index
In the previous commit, NPM_VER_MAJOR and NPM_VER_MINOR are left
undefined when NPM_VER is manually specified. This change corrects the
error.

Mk/Uses/npm.mk: Correct NPM version comparison
Assuming NPM version follows the semantic versioning, NPM_VER:R was
used to obtain the major and the minor version of NPM. However, when
the minor version is equal or greater than 10, the comparison
NPM:R >= 11.3 does not make sense. This change corrects version
comparison using major and minor combination.

[Offload] Fix AMDGPU clang/flang buildbot config (#222761)
It appears that this buildbot was misconfigured for quite some time and
not quite running the way it should have been running.
This patch should address the issue of CMake not being able to split the
two paths for the additional cache files at the ';' and thus, not
picking them up correctly.
A local test build succeeded after this fix.
[RISCV] Remove TuneHasSingleElementVecFP64 has a configurable tune feature for sifive-x180. (#222496)
X180 is a DLEN=64 CPU with 1 vector ALU. By definition it is always
single element FP64.
[mlir] Reuse PCHs for Arith and Linalg dialects (NFC)
Add dialect-local PCHs for Arith and Linalg, while preferring the more
expensive LLVM dialect PCH when both are available.
Clean LLVM and MLIR builds with -j16 improve from 378.72s to 368.23s
(-2.77%).

[mlir][LLVM] Prevent vector bit-width overflow (#220898)
Compute vector bit widths from the rank-one MLIR dimension and saturate
the 64-bit product. Otherwise, large dimensions can overflow the
multiplication or be truncated by ElementCount and bypass the 2^17-bit
verifier limit.
Add regression coverage for both vector.insert and vector.extract.
Before the fix, the oversized vector.insert case was accepted and its
expected diagnostic was not produced.

[OpenMP] Don't reserve the generic mode warp on SPIR-V
218790 widened a generic mode kernel's thread bound by a warp so the main
thread has one of its own. The bound is what lets the runtime's own warp
addition through: getEffectiveNumThreads() adds a warp and clamps to the bound,
so before that change the addition was clamped straight back off and a
thread_limit below one wavefront was left with no workers. Widening the bound is
what fixes that, and it is also what makes every generic mode launch a warp
wider than it used to be.
hasGridValue() covers SPIR-V, so that geometry change reached Level Zero, where
sarnex reports hangs and intermittent failures. The motivating bug was on
AMDGPU. Restrict the reservation to the targets it was written for and leave
SPIR-V with the launch geometry it had before.
Measured on gfx90a, generic mode, threads per block for a given thread_limit:
1 -> 65, 4 -> 68, 64 -> 128, 256 -> 320, 1024 -> 1024. Before 218790 each of
those launched exactly thread_limit. SPIR-V now goes back to the latter.
