[MLIR][LLVM] Share LLVM metadata attribute translation (#203016)
Share LLVM dialect metadata materialization through `ModuleTranslation`
so named metadata and metadata-as-value lowering use one conversion
path. Resolve metadata symbol references to functions, globals, aliases,
and ifuncs, and diagnose malformed required metadata before lowering.
Rename `MDFuncAttr` to `MDGlobalValueAttr` to reflect its support for
symbol-backed global values.

Reject distinct nodes when converting generic LLVM metadata into LLVM
dialect attributes because `MDNodeAttr` cannot preserve node identity.
Apply the policy recursively so top-level and nested nodes use the
existing unsupported-metadata failure path while finite acyclic uniqued
nodes remain importable.

not done properly!
So, the TCL event handling system has been rewritten since the last release. It
has been changed to be more powerful and to better reflect the hierarchies in
the C++ code. If you have no local TCL changes you should be fine. If things
break or behave strange when you start the new version, move all your changes
out of the way so that there are no local TCL changes at all.

nuageinit: Allow the userdata script to run before firstboot* rc services
Allowing nuageinit user scripts to run before these makes it possible to
customize official BASIC-CI and BASIC-CLOUDINIT FreeBSD images.
