[AMDGPU] Expose 1536-physical-vgprs to the TargetParser
Add Feature1536VGPRs to AMDGPUFrontendVisibleFeatures so the per-GPU
feature bitset carries FEAT_1536_PHYSICAL_VGPRS, and list it in
FrontendOnlyFeatures so it is not serialized into the target-feature
string. This is a prerequisite for querying the VGPR allocation granule
from the TargetParser; there is no functional change.

[AMDGPU] Add getVGPRAllocGranule to TargetParser
Add getVGPRAllocGranule(GPUKind) and getVGPRAllocGranule(SubArchType) so
the VGPR allocation granule can be queried from a GPU name alone, without
an MCSubtargetInfo. This is to aid in resolving
https://github.com/ROCm/llvm-project/issues/3298 : "Comgr should use
target information from upstream TargetParser rather than maintaining
its own".
The wavefront size is a per-kernel mode rather than a property of the
GPU, so it stays an explicit parameter. IsaInfo::getVGPRAllocGranule
keeps its signature and now forwards to the new entry point, leaving the
dynamic VGPR block size - which is likewise not a GPU property - in the
backend. There is no functional change.

Remove multimedia/sickgear for catastrophic security issues (backdoor?)
It is doing the equivalent of downloading code from a wiki page and
executing it. But even if this would not be editable by everybody by
leaking the deploy token, it would still be a potential backdoor for the
developers.

The patches in pkgsrc neutered this a bit, but I still urge everybody
who has this installed to *immediately* uninstall it.
build_llvm_release.bat: Add --fast-build option (#219595)
This disables PGO and skips the tests for stage0. With this option we
can build the Windows release package on the github hosted Arm runners
without hitting the 6 hour timeout.
PowerPC: Pass opcode through MC lowering symbol reference
GetSymbolRef and LowerPPCMachineOperandToMCOperand only used the operand's
parent instruction to reach the MachineFunction and the instruction
opcode. Take the MachineFunction from the AsmPrinter's MF member and pass
the opcode directly.

[libc][bazel] Allow building with -DLIBC_FULL_BUILD
This PR defines a flag `--@llvm-project//libc:build_mode` that configures LLVM-libc to build with full-build flags. This is only compatible with clang at the moment, since it relies on the `-nostdlibinc` flag.
[libc][bazel] Add a repo with linux kernel UAPI headers
This will be used to support libc's -DFULL_BUILD option, which uses `-nostdlibinc` and thus requires a copy of linux kernel headers.
