[Docs] Document IR printing options (#221260)
Document the pass-by-pass IR printing options in DebuggingLLVM.md.
This covers:
- selecting passes by name or invocation number;
- change-only printing and output scope;
- filtering by pass, function, and source location;
- source-location filter syntax, matching behavior, and an example;
- persistent metadata IDs in repeated debug dumps.
This is a follow-up to #203393 and the documentation request in
https://github.com/llvm/llvm-project/pull/203393#pullrequestreview-5103117577.

The contract PatFrags carried only a PredicateCode, so GlobalISelEmitter skipped every pattern built on them.

[NVPTX] Support volatile local loads and stores in PTX 9.1 (#217764)
PTX ISA 9.1 adds support for the `.volatile` qualifier with the `.local`
state space on `ld` and `st` instructions.
Emit `ld.volatile.local` and `st.volatile.local` when targeting PTX 9.1
or later. Earlier PTX versions retain the existing plain local
load/store lowering.
Add code-generation coverage for both PTX 9.0 and PTX 9.1.
[clang] Revert "Disable Unique Internal Linkage Names for internal global vars." (#219261)
https://reviews.llvm.org/D98392 "Disable Unique Internal Linkage Names
for internal global vars" in 2021. Summary said "Demanglers do not
recognize clone suffixes for global variables, so disable unique linkage
suffixes until demanglers can be fixed."
Now LLVM's demangler handles suffixed data symbols today:
$ llvm-cxxfilt _ZL8glob_foo.__uniq.123
glob_foo (.__uniq.123)
So reverting the change.
The asm-label exclusion added is preserved and now applies to variables
too: a static variable with an asm label keeps its label verbatim.

PowerPC: Drop AllowFPOpFusion from isProfitableToHoist
Exclusively rely on the contract flags on individual instructions
to enable the removal of AllowFPOpFusion. This had no test coverage
anyway.

NAS-143161 / 27.0.0-BETA.1 / Run the S3 service suites unconditionally (by yocalebo) (#19631)
The daemon is in the TrueNAS image now, so the two suites that start it
no longer wait for TRUENAS_S3_DAEMON to say a box has one. The access
key suite never needed it.

and without issue but they are disabled until the s3 binary is included
in the TrueNAS image.

[flang][cuda] Unify locking regime for the allocation table (#221341)
The lock was acquired in insertAsyncDeviceAllocation but not in other
function. Move the lock outside of the function so the locking regime is
homogeneous.
[clang-format] Add FilesBeforeFolders option to SortIncludes (#208954)
Add a new `SortIncludes.FilesBeforeFolders` boolean option that, when
enabled, sorts includes so that files in a directory appear before
subdirectories at each level, recursively. Within a level, files and
subdirectories are each sorted alphabetically.
For example:

[memprof] check path in opendir interceptor (#221309)
The sanitizer `opendir` interceptor unconditionally calls
`internal_strlen(path)` before forwarding to the real function.
Passing `nullptr` therefore causes the sanitizer runtime itself to
dereference address zero.
Add a unit test using a `LD_PRELOAD` shim to verify that a null path
reaches the real implementation without crashing the interceptor.
