Report both S3 bucket path faults, and let a task read the dataset
The two rules are independent, so a share that breaks both now hears
both at once rather than on consecutive submissions: a writable share
of the dataset root is told to be read-only and to move under s3data
in one pass.
They live where each is true. Nothing writes a bucket from beside the
S3 service, whoever holds the path, so validate_s3_bucket_write stays
on the base both hierarchies share. Only a share hands its path to
clients, so only SharingService refuses one outside s3data -- what a
task copies goes to the administrator, who may read the whole dataset,
and a task that writes is still refused by the base. A share with no
read-only mode is already refused there on its path, so the share rule
steps aside rather than adding a second error to that field.

[Dwarf] Don't crash in dwarf::isC() on vendor-defined languages (#223739)
isC() enumerates SourceLanguage and falls off the end of the switch into
llvm_unreachable("Unknown language kind."). DW_LANG_lo_user and
DW_LANG_hi_user are both explicit cases, but every vendor-defined code
strictly between them is not, so any of them aborts an asserts-enabled
build.

Add PISA codegen pipeline and lowering passes
Add the IR- and MIR-level passes that make up the PISA code generation
pipeline and wire them into PISAPassConfig in PISATargetMachine:
- Intrinsic handling: PISAEmitIntrinsics, PISAExpandIntrinsics,

[lit] Use text mode when opening text files on z/OS (#217434)
On z/OS, we rely on autoconversion to read files correctly, and this
requires files to be opened as text.
The following change https://github.com/llvm/llvm-project/pull/208024
changed the streams to be read and piped as binary resulting in some
test regressions due to unreadable output. This patch restores the
functionality of opening and reading as a text stream.
