[clang][modules] Introduce a flag to keep redundant module lookups on relocation checks (#219107)
cf8597bd3b87 introduced relocation checks for dependency scans but also
disabled it when the modules were built in the same build session for
implicit module builds.
It turns out downstream projects (using implicit modules) can depend on
the relocation check calling `lookupModule` for order-dependent module
resolution to hide poorly modularized dependencies within the same build
session, since that call loads discovered modules during search.
Introduce `-fmodules-force-redundant-lookup` as an escape hatch to
maintain preexisting redundant lookup for those projects while keeping
the fast path the default for dependency scans.
fortune: fall back to all databases if fortunes is missing
With no file argument, fortune looks for a database named fortunes
in FORTDIR. The base system has not shipped that file since
0538d7bbe620 (FreeBSD 12), only freebsd-tips, so the default
invocation failed even though a valid database remained. Callers
such as xlockmore's marquee and nose modes (fortune -s) then
displayed the error as the epigram.
If the named fortunes file is absent, scan every database in the
existing search path. /usr/local/share/games/fortune stays on that
path so fortune-mod-* packages keep working; when
fortune-mod-freebsd-classic restores the fortunes file, it is still
preferred. fortune -f with no arguments lists the same files that
would be searched.

[WebAssembly] Avoid scanning unrelated debug values (NFCI) (#218378)
RegStackify looks for debug values when moving an instruction.
But when a debug use comes before the definition, it may collect values
for a lot of unrelated variables until the end of the block.
Stop early once all relevant values have been found instead.

According to dim@ LLVM20 was the first LLVM to properly support the
requried SM4-EVEX instruction set. Let's make sure we have the minimum
needed LLVM installed.

[lldb][Darwin] Remove libsanitizers ASan integration (#217791)
The OS-provided ASan runtime (in libsanitizers)
was removed on Darwin, so remove LLDB's support
for it.
