[orc-rt] Add sys::strError, replacing strerror. (#219666)
strerror may return a pointer to a static buffer, so it isn't safe to
call from more than one thread, and the memory operations using it are
exactly those that run concurrently.

* The only consumer, net-mgmt/netbox, is currently incompatible with
newer versions due to breaking changes.
Therefore, set PORTSCOUT temporarily until net-mgmt/netbox has been

* Switch to PEP517 build using uv_build backend
* Consequently require python 3.12 or above
* Move replacement of the %%PREFIX%% token we introduce using
patching to the `pre-build` step, so that `make makepatch`
generates results still including that token.

tty: gracefully handle proctree_lock locking
Instead of relocking tty to get the proctree_lock and experiencing the
race due to the relock, take the proctree_lock in advance for ioctl
commands that need it. The affected commands, TIOCNOTTY, TIOCSCTTY,
and TIOCSPGRP, must not be overridden by the specific tty drivers,
so the common handling is cleaner.

relayctl: rework show output and add -v flag
- Added -v flag for more detailed output.
- Replaced tab separators with space-padded, truncated columns (%.Ns) for
stable alignment.
- Added a new "Checks" column for host checks (N/N), replacing the total: N/N
checks sub-line.
- Shortened redirect to rdr in the Type column to stay under 80 columns.
- Without -v: compact status (down); with -v: error inlined (down (tcp connect
timeout)).
- Table status shows host count (N hosts) only with -v.
- retries sub-line only appears with show hosts -v.
- show hosts no longer lists tables; use show summary for that.
