[AMDGPU][GlobalISel] Reject guaranteed tail calls in call lowering (#216260)
The FPDiff immediate was being written to the wrong operand, corrupting
the callee GlobalAddress
Reject required tail calls like SelectionDAG does, and fix the stale
index for the one path that still needs it (cs.chain lowering)
devel/py-breathe: fix build against recent Doxygen/Sphinx (+)
Set corresponding SPHINXOPTS for configure/build enviroment to not treat style warnings as errors

If reorder_kernel is running, then syspatch will abort to prevent stepping on an
already running reorder.
Restrict the process matching to the root user to prevent a non privileged user
from drafting and running an endless script called reorder_kernel which would
prevent syspatch run.
This is not a perfect solution but it's less bad than before.
