Implement pay-for-what-you-use warnings in LifetimeSafetyChecker
We split IsLifetimeSafetyEnabled into individual check functions
in SemaLifetimeSafety.h:
- ShouldCheckSafety
- ShouldCheckNoescapeViolations
- ShouldCheckLifetimeboundViolations
- ShouldCheckMisplacedLifetimebound
- ShouldCheckInapplicableLifetimebound
- ShouldSuggestLifetimeAnnotations
These properties are stored in LifetimeSafetyOpts, which are then checked
inside the Checker to avoid invoking expensive reporting functions mapping
to diagnostics that are disabled.

[orc-rt] Split unit tests into SupportTests and BedrockTests (#221562)
Replace CoreTests with one test binary per layer. SupportTests links the
Support object library and nothing else, so a new support-to-bedrock
dependency fails to link rather than going unnoticed.
Making that work required splitting CommonTestUtils.h: its
Bedrock-dependent helpers move to a new BedrockTestUtils.h, so that no
SupportTests translation unit includes a Bedrock header. That in turn
lets ProxyTest join SupportTests -- Proxy.h only forward-declares
Session, so the test can define its own instead of constructing a real
one.

Pull tracing fixes from Steven Rostedt:
- Fix several tracefs files that did not take the trace_array reference
A trace instance can be created and destroyed in the tracefs
"instances" directory via mkdir and rmdir respectively. The instance
is represented by a trace_array descriptor.
Most tracefs files pass the trace_array as the private data of the
inode to the open/read/write functions. Since there is no locking
between the time a task opens a file and the deletion of the instance
(and the freeing of the trace_array), each open needs to get a
reference to the trace_array and each close must remove it.
An instance can't be removed if there's any reference taken on its
trace_array. The open function uses trace_array_get() that takes a
lock (preventing removal of instances) and iterates the list of all

intelspi: sort PCI ID table by device ID
Sort the existing LPSS peripheral SPI controller PCI ID table by
numeric device ID so new entries have an unambiguous insertion point.

mail/dovecot24: Install imap-hibernate unconditionally
In Dovecot 2.4.5, upstream updated configure to build imap-hibernate
when kqueue notify is available (commit 6859a3aaf0e1). Since kqueue is
natively supported on all FreeBSD releases, imap-hibernate now builds
unconditionally across all versions.
Remove the obsolete OSVERSION < 1500000 check from the Makefile and
uncomment the imap-hibernate binary in pkg-plist so it gets properly
packaged on FreeBSD 14.

www/bunkerweb: Fix antibot plugin and improve pkg-message
The antibot core plugin does require("base64"), but lbase64 is not in
the lua_package_path, so the module cannot be resolved. Add it.
The nginx configuration is generated by the scheduler at runtime, the
port does not install it. Describe that in the message, along with the
directory for own directives, and let the rc script bail out with a
clear message as long as the configuration has not been generated.
