Support power saving via wait state enable.
Exposed through machdep.powersave sysctl. Should work on every 4XX core,
but I have no way to test on 40X, so it's disabled by default.

go127: new package for Go 1.27 rc1
Go 1.27 now supports generic methods: a method declaration may declare its own
type parameters. This widely anticipated change allows adding generic functions
within the namespace of a particular data type where before one had to declare
such functions with a scope of the entire package. Note that methods of
interfaces may not declare type parameters nor can interface methods be
implemented by generic methods.
[clang-format] Reset `Line->IsModuleOrImportDecl` in `addUnwrappedLine` (#204565)
The `IsModuleOrImportDecl` flag was not reset in `addUnwrappedLine`.
Since the parser recycles the `Line` object, this flag remained `true`
for all subsequent lines in the file, which disabled wrapping
(`CanBreakBefore` in `TokenAnnotator.cpp`) for expression-level
constructs after any C++20 module or import statement, causing some
formatting rules to not be applied in places. This patch fixes the issue
by resetting the flag to `false`.

AMDGPU: Refactor AMDGPUTargetID to not store MCSubtargetInfo
Store the triple string and GPUKind instead. The dependence
on checking AMDHSA seems like an anti-feature, but maintain the
behavior of not printing the modifiers for other OSes. Start
parsing the target ID instead of performing a direct string
comparison. Also improve test coverage for the treatment of the
environment component of the triple. The main behavioral change
is this will now produce normalized triples in the output and
diagnostics. Practially, this means all of the places that
currently emit "--" will be expanded into "-unknown-".

Convert cloud_backup plugin to the typesafe pattern
This commit adds changes to convert the cloud_backup plugin to the typesafe service/part pattern, so query and get_instance return Pydantic models, public methods use @api_method(check_annotations=True), and same-process calls go through call2/call_sync2.
The shared CloudTaskServiceMixin is left untyped since cloud_sync still depends on it, with a single sibling-safe edit to its zvol validation path. All in-process consumers were updated for model access: the cloud_sync credential delete check, the cron.d mako, and the path-resolution migration. Since the password is a Secret field, the create/update and restic paths dump with expose_secrets so an unchanged password isn't written back as the redaction string.
multimedia/vapoursynth: Clarify build requirements on amd64
Vapoursynth is computational heavy so clarify why build might fail on
amd64.
