Skip serial and model license checks for non-enterprise licenses
This commit fixes an issue where TrueNAS Connect community and commercial licenses raised critical serial mismatch and unsupported hardware alerts, because the serial, chassis model and expansion shelf checks ran for every license type. Those checks only make sense for serial-bound enterprise licenses, so they are now gated on the license type while support expiry alerts keep firing for everyone.

[libc++][docs] Convert documentation from reST to Markdown (batch 1) (#221513)
This is the first batch of changes to migrate libc++ documentation from
rst to markdown.
I use a local pixel diff tool to compare the rendered HTML, and all
diffs seem like fixes. They tend to fall into the following categories:
- dashed bullet lists were previously not rendered, but now they are
- extra indentation interpreted as blockquotes has been removed
- single backticks are now codefont spans, not italic spans

Fix HTML validation errors in docs - on main page
Card titles on the documentation homepage were rendered as <h5>
right after the <h2> from global-search.html, skipping two
heading levels. The page also had no <h1>.
Add a visually hidden <h1>{{ .Title }}</h1> before the search
partial, render card titles as <h3 class=""card-title"">, and
rename the .card a h5 selector to .card a .card-title with
padding-top and padding-bottom set, so the look stays
the same. Add a .visually-hidden helper to global.scss.

Fix HTML validation errors in docs site header - menu ids
Same fix as 10633eb for the website header, applied to the
documentation header.
Ids like about, download, documentation and community in the
documentation top menu collide with the same ids inside documents,
breaking validation and <label for=...>. Prefix them with the
section name (e.g. header-community-title).

[libc++][chrono] Fix years/months periods on GCC/i386 (#223669)
`static_cast<int>(365.2425 * 60 * 60 * 24)`, added in
f537b4e51822b19780386e0575ff95e82f8ec445, isn't exactly 31556952 on
every host: GCC targeting i386 folds it in x87 extended precision and
gets 31556951, making `years::period` and `months::period` coprime and
breaking `year_month` arithmetic.
Use the literal values instead, there's no readability to lose since
they were only there to avoid a template instantiation in the first
place.
