[CIR][OpenCL] Emit OpenCL language version metadata in CIR
Emit OpenCL and C++ for OpenCL language version attributes from CIRGen. Preserve the compatible OpenCL version and the C++ for OpenCL version separately so later lowering does not infer one from the other.

Disclose active Negative Trust Anchors with Extended DNS Error 33.
A Negative Trust Anchor (RFC 7646) turns off DNSSEC validation for a
domain, so a name that would normally fail validation resolves instead. named
now marks such answers with Extended DNS Error code 33, "Negative Trust
Anchor", so operators can see at a glance when a response came back only
because an NTA was in effect. [GL #6268]
Feature Changes#
Speed up RPZ policy zone updates.
RPZ updates used to be applied one small step at a time, adding overhead on
large policy zones. Updates are now applied as a single batch, improving
update performance for large RPZ zones, at the cost of no longer overlapping
with concurrent updates. [GL #5787] [GL #6270]

x11-fonts/webfonts: Add WWW and sort Makefile variables
Move NO_ARCH and SUB_FILES into the standard variable block and sort the
option descriptions and helpers, so portclippy is happy.
x11-fonts/webfonts: Use bsdtar for extraction
The distfiles are Microsoft self-extracting cabinets, which bsdtar reads
directly, so archivers/cabextract is no longer needed and the port now
builds without any dependencies.
cabextract lowercased the extracted names with -L; the names inside the
cabinets are mixed case, so lowercase them explicitly instead.

Skip the OpenURI portal when /proc/self/fd is unavailable so GTK uses the
in-process gtk_show_uri_full()/GAppInfo path instead.
This unbreaks opening files and directories when a portal is running.
