[SLP]Fix direction of the perfect diamond match for gather nodes
Poison lanes of the matched entry wildcard-matched real scalars of the
gather; the mask restore then failed to find them. Match the entry
against the expanded vector of the gather instead.

pci: Expose PME support by power state
The presence of the PCI power management capability does not imply that
a function can signal PME# from every power state. Drivers which
advertise wake based only on pci_has_pm() can consequently expose wake
modes that cannot work.
Add pci_has_pme() to query the PME_Support bitmap for a specific state.
Use it to implement LinuxKPI pci_pme_capable(), removing its duplicate
PME_Support decoder.
Validated the helper against PCI PMC capability values from 82571EB,
82573L, 82579LM, I210, I225, and I226-V controllers. The 82571 and
82573 reported PMC 0xc822, while the I226-V reported 0xc823. In both
values, bits 15, 14, and 11 advertise PME from D3cold, D3hot, and D0;
the low-bit difference is only the PM capability version.

libssl: avoid narrowing return value in dtls1_ctrl
dtls1_ctrl() and ssl3_ctrl() return long, but the intermediate return
value was stored in an int. Use long to avoid truncating values returned
by ssl3_ctrl().

Make CRYPTO_cleanup_all_ex_data() a compatibility no-op
The ex_data callback registry is process-wide, but this API could free
it while other threads were still using libcrypto, resulting in a
use-after-free.
Retain the public symbol as a compatibility no-op and mark it
deprecated. Move the actual cleanup to an internal function called by
OPENSSL_cleanup(). Replace the in-tree callers with OPENSSL_cleanup()
at final shutdown to preserve cleanup behavior and coverage.
Document both APIs and the requirement that OPENSSL_cleanup() only be
called after all threads and components have stopped using libcrypto.

Add www/nginx-module-ndk, a source-only port for the Nginx
Development Kit, and use it in the nginx ports instead of fetching
ngx_devel_kit from GitHub. The module version is now maintained in
one place for these ports.
