[flang][FIR] Make global section an inherent attribute
Preserve the section when lowering fir.global to an LLVM global.
Set the CUDA managed-pointer section through the generated property setter.
Test inherent property storage and FIR-to-LLVM conversion.

[SPIR-V] Emit variable pointer capability for resources (#225471)
A function-local SPIR-V variable whose allocated type contains a
`StorageBuffer` pointer requires the module to declare the
`VariablePointersStorageBuffer` capability.
This change detects that variable-pointer context while lowering
function-local variables and recursively checks nested aggregate types.
Directly used structured buffers do not enable the capability. It also
registers the capability as available for Vulkan targets that support
SPIR-V 1.3 or `SPV_KHR_variable_pointers`, and emits the extension when
targeting older SPIR-V versions.

fusefs: fix a deadlock caused by daemons that never initialize
If a daemon never responds to FUSE_INIT, but some process attempts to
access the mountpoint, and a different process (possibly the daemon
itself) attempts to unmount, a deadlock would result.
Fix this bug by blocking any thread that enters fuse_vfsop_root until
the daemon responds to FUSE_INIT or it times out. That will block any
thread attempting to lookup a path in the fuse mountpoint, before it
even gets to fuse VOPs. Remove less thorough initialization checks in
fuse_ticket_fetch and fuse_vnop_access that are no longer necessary.
And add a test case.

[CIR] Pass a byval argument's own address instead of a copy
A store of a loaded record value writes only the bytes its fields cover,
so a union's other members lose theirs. Hand the object's address to the
call, as classic CodeGen does, and byte-copy into a slot only where the
address cannot be used.

Concurrent sharing.s3.create calls each passed the name check before any
of them inserted, so the second insert reached the unique name column
and raised a sqlite3 integrity error rather than a validation error. S3
protocol CreateBucket makes that routine.

[docs] Replace llvm.org/docs links with project links (#222506)
Replace same-project absolute http* URLs with project-local markdown
links. This lets Sphinx validate the targets and keeps local
documentation builds and archived release documentation self-contained.
During the review of the PR, we decided that we prefer markdown-native
links with section header slugs for cross-referencing, when possible.
This is maximally compatible with other markdown renderers, like github.
This has been added to the sphinx quickstart guide, which serves as our
project local Sphinx style guide.
The absolute link checker has been updated to guide people towards the
correct link cross-ref syntax, warning on discouraged constructs.
