aq(4): arm PHY thermal shutdown only where a sensor exists
aq_fw2x_thermal_arm() reached for a copper PHY register that the fibre
parts do not implement, so arming failed on every init and printed a
warning for a capability the hardware cannot have. Return ENOTSUP when
the firmware does not advertise a temperature sensor, matching
aq_fw2x_get_temp(), and warn only for a genuine failure.

aq(4): probe the D100 device ID
The D100 device ID was defined and handled by aq_hw_capabilities(), but
had no entry in aq_vendor_info_array[], so the driver never probed it and
the card was left unattached. Add the missing entry; the table lists the
fibre variant last within each group, so it follows D109 rather than
sorting numerically.

The top-level CMakeLists.txt calls find_package(ECM REQUIRED 1.0.0), but
the port never declared the dependency. It only built because
textproc/fcitx5 pulled ECM in at run time. Since 95f9a6808973 dropped
the ECM run dependency, explicitly depending on gettext and ecm is
required (and correct).

multimedia/gaupol: Fix plist and optionize rust-based gstreamer
Switching from Python setuptools to Makefile made the 'autoplist' feature
in USE_PYTHON useless which requires the removed 'distutils' feature.
Also optionize gstreamer1-plugins-rust dependency, since it seems it's
having build issues now and it is only required for embedded video playing
inside the gaupol, one can still use external video players such as mpv.

[libc] Remove (weak) __cxa_thread_finalize (#216081)
Unlike __cxa_thread_atexit(_impl), this function is not a part of the
ABI as the process of calling the thread exit callbacks is an
implementation detail. Additionally, the weak definition gets in the way
of refactoring the thread code as the linker will not extract an object
from the archive if the dependency is already satisfied by a weak
definition.
Instead of a weak definition, I use a preprocessor macro to determine
whether we need to call the thread cleanup function (i.e., whether the
target supports threads).
regress/lib/libmlgamma: remove no longer needed __POSIX_VISIBLE 201403
These days we default to POSIX 2024 with XSI extensions. The original define
was only needed when our default was POSIX 2008 and we needed to advance to
a newer standard to run this test.
[dyndbg][Clang] Implement nested-ELF dynamic debugging support (#216307)

A clone of the module is compiled without optimisations and embedded into the
to-be-optimised module using `embedBufferInModule`, similarly to how
`-ffat-lto-objects` and `-fembed-offload-object` work.
That unoptimised-code object is embedded in the optimised-code object in a
section called `.debug_llvm_dyndbg`.
The optimised ELF/module may be referred to as the "outer" ELF/module, and the
unoptimized one the "inner" ELF/module.
The outer module holds global data referred to by both modules and all calls in
the inner module are to outer module functions. To facilitate this the outer
module is modified, adding external-linkage aliases for local symbols.

groff-1.23.0 invented new roff(7) requests .stringup and .stringdown that
change the case of the named user-defined string in place. I haven't seen
them used in any manual page yet and - like for all roff(7) requests - do
not recommend using them, but i chose to implement them anyway because that
was almost as trivial as it would have been to mark them as unsupported.

[Clang] Diagnose conflict between always_inline/noinline attributes (#215173)
This PR aims to diagnose `always_inline` and `noinline` conflicts which
currently could pass silently through `Sema` or cause a crash (with
assertions enabled). Changes include:
- Added `MutualExclusions<[AlwaysInline, NoInline]>` in `Attr.td`
- Prevent `always_inline` and `noinline` from being propagated from
generic to specialized templates in `SemaDecl.cpp`
- Prevent inner attributes from clobbering unrelated outer attributes
(e.g. `noinline` and `nomerge`) in both `CGStmt.cpp` and
`CIRGenStmt.cpp`
Something to consider though: Should we prevent propagating conflicting
attributes when doing explicit template specializations in general, not
just `inline`, e.g. `hot`/`cold`, `convergent`/`noconvergent`, etc.
