[orc-rt] Add Session::tryCreateService convenience function. (#187640)

Session::tryCreateService will try to create an instance of ServiceT by
forwarding the given arguments to the ServiceT::Create method, which
must return an Expected<std::unique_ptr<ServiceT>>.

This enables one-line construction and registration of Services with
fallible constructors (which are expected to be common).

   Found another deeply hidden open /dev/null O_RDWR which was happening
   in awk -safe mode.  Reproducer is awk -safe '{ close("/dev/stdin"); }
   Rerrange the pledges and unveils to make it work.

   flare-messenger uses C1x. Move to ports-gcc on base-gcc arches
   to fix build on sparc64

pfctl: parser must not ignore error from pfctl_optimize_ruleset()

Ignoring the error may cause pfctl(8) to load inconsistent ruleset
preventing pf(4) to enforce desired policy.
