[SystemZ][z/OS] Fix compile errors cused by sys::fs::file_t
Follow-up to #224859: some calls/prototypes are guarded on z/OS,
and also need to be updated. This change fixes various compile
errors.

[MLIR][SCF] Fix upliftWhileToForLoop post-loop IV value (#225476)
scf::upliftWhileToForLoop transforms a while loop that can be expressed
as a for loop into that for loop. For example in pseudocode:

var = init_val
while var < bound:
...
var += step
```
into
```
for (var=lb; var < bound; var += step) {
...
}
```

[ORC] Mangle Dlfcn CI names as C (fixes MachO dlopen lookup) (#225392)
The __orc_rt_jit_dl{open,update,close}_wrapper functions are C symbols
in the ORC runtime, so on Darwin their linker names carry a leading
underscore. The controller must resolve them under the C-mangled name.
The original LLJIT code did this via mangleAndIntern; the Proxy
conversion (#224881) used Verbatim by mistake, so on MachO the lookup
searched for the unmangled name and failed ("Symbols not found:
__orc_rt_jit_dlopen_wrapper"). Flip the Dlfcn descriptors to C to
restore the mangling. No runtime change is needed -- compiler-rt already
exports these as C symbols.
[alpha.webkit.UncountedLocalVarsChecker] Don't treat a call through a raw pointer/reference guardian argument as a mutation (#225309)
Previously, when a function parameter was used as the guardian of a raw
pointer/reference local, `GuardianVisitor` treated any non-const member
function call on the parameter, or passing it to a non-const parameter,
as a mutation. That is correct for a `RefPtr<T>&` parameter but not for
a raw pointer/reference parameter, where such a call operates on the
pointee and cannot change the parameter, which caused an unnecessary
warning whenever the parameter was used at all. This only treats a raw
pointer/reference guardian argument as mutated when it is assigned to,
or when the callee can reseat it by receiving it as `Bar*&` or `Bar**`.
[AMDGPU] Fall back for FP8-to-half conversions without native support
The custom v2i8 source action also handles half results on gfx950, which
has native OCP FP8-to-f32 conversions but lacks FP8-to-f16 instructions.
Converting FP8 vectors to half therefore reached lowerFromFP8 and asserted
that FP8F16ConversionInsts was available.
Use generic legalization for half results when the subtarget lacks the
required instructions. Preserve native f32 conversions and native f16
conversions on targets that support them.
Add a gfx950 run line to the existing FP8-to-f16 test, which already covers
both OCP encodings for scalars and for vectors that widen or split into
pairs.
