www/gauche-makiki: the port had been updated to version 0.5.1
Removed transient `load' hack which was to support Gauche <= 0.9.12.
It's been for a while so drop it and require Gauche 0.9.13 or later.
Serving over secure connection (HTTPS) needs Gauche 0.9.14 or later
with TLS support.

chat/libomemo-c: Add support for choosing cmake
Add an if for build system, that one can easily flip in the Makefile.
The purpose is only making it easier to file upstream bug reports
about the cmake build system.
This commit changes only comments and moves meson into an enabled if,
so there is no change to the build and hence no PKGREVISION++.

Remove unncessary struct cpu_info members that were #if defined(PMAP_MI)
- ci_tlb_info isn't necessary as PMAP_TLB_MAX is 1 on aarch64
- ci_pmap_{lastuser,cur} are debug fields from the aarch32 pmap.
These struct members changed the layout so that modules would have the
wrong offset for ci_cpufuncs
inetd: Add missing argument to the -p flag description
While here, use the more specific "pidfile" consistently instead of
ambiguous "filename".
