victorialogs-*: use PKGBASE
Factor out the name of the program by using PKGBASE.
More resistant to copypastos for packaging of other VictoriaLogs
components.
CodeGen: Remove TargetOptions::FloatABIType
This is now fully replaced with the "float-abi" module flag.
If the module flag is not present, the default is computed
from the triple. Consumers are updated to read the module flag.
RuntimeLibraryAnalysis now defers analysis until run() on a Module,
instead of during the pass constructor as before. This requires copying
all of the remaining relevant TargetOptions so they are available
when the module is seen.
Unfortunately, ARM still depends on TargetOptions for determining
the float-abi. -target-abi=aapcs16 still changes the default float-abi,
but an explicit module flag wins.

victorialogs-vlagent: Import vlagent-1.52.0
VictoriaLogs is open source user-friendly database for logs from
VictoriaMetrics.
This package contains vlagent, an agent for collecting logs from
various sources and storing them in VictoriaLogs.
[CodeGen] Take the executable stack from a module flag (#215152)
AsmPrinter marked `.note.GNU-stack` executable whenever the module had a
use of `llvm.init.trampoline`. This was not compliant with the
documentation for the function, which causes regressions in Julia.
Instead read a new `"executable-stack"` module flag, so that the request
comes from the frontend that emitted the code rather than from scanning
for an intrinsic and auto-magically (and wrongly) guessing. Update the
documentation to be even more clear about this implementation's
expectations (which matches gcc's abilities for the same).
Frontends generating code that needs an executable stack now have to set
the flag for that purpose. For example, flang will do so from
BoxedProcedurePass when it emits a stack based trampoline; the
`-fsafe-trampoline` runtime pool does not need one (nor was the custom
runtime intrinsics really necessary for `-fsafe-trampoline`, since the
existing intrinsic was already defined to support that use case too).
Fixes a regression caused by #151754, which introduced new behavior onto

[lldb] Fix crash when adding a python ParsedCommand (#215807)
The expected result of `ParsedCommand.get_args_definition` is a List of
Lists and should not crash when it is not the case.
sys/limits.h: Add BOOL_MAX, BITINT_MAXWIDTH, and C23 feature test macro
Add BOOL_MAX and BITINT_MAXWIDTH macros for C23 compliance, and
define the __STDC_VERSION_LIMITS_H__ feature test macro now that
the header fully conforms to C23.

Update icannbundle.pem certificates in unbound-anchor. It has the public keys for 2009 to 2029 and for 2025 to 2045.
Fix to add `max-transfer-size` and `max-transfer-time` that limit auth-zone and rpz transfer amount and time taken. Default is disabled. This hardens against unbounded transfers. Thanks to Qifan Zhang, Palo Alto Networks, for the report.

incorrectly checked `if (Result->Code == OL_ERRC_UNSUPPORTED)` without
checking if `Results != nullptr`. I didn't realize it failed when I ran
it locally, the segmentation fault was silent for some reason.
[AArch64] Restrict SVE index to profitable BUILD_VECTOR sequences (#215250)
We were previously arbitrarily using the SVE index instruction for all
BUILD_VECTOR arithmetic sequences even when it's not profitable to do
so. According to the software optimisation guides all variants of index
that take a scalar register as input are slower than just loading a
literal. Furthermore, by taking this shortcut so early during
LowerBUILD_VECTOR we miss out on more profitable opportunities as seen
by the changes in sve-fixed-length-build-vector.ll.
DAG: Use LibcallImpl overload of makeLibCall (#215987)
We already have the LibcallImpl here, so use it instead
of letting makeLibCall re-check the active impl.
RuntimeLibcalls: Fix AArch64 wrongly typed long-double libcalls
Respect the triple's LongDoubleFormat.
AArch64SystemLibrary added the fp128-typed frexpl/ldexpl and exp10l without a
long-double-format guard, so triples where long double is IEEE double
(Darwin, Windows, Android) were emitting l suffixed calls with the wrong
type.
