[AArch64][FastISel] Avoid TBZ with SLH more thoroughly. (#217329)
With SpeculativeLoadHardening, we already avoid using cond-branch
instructions that don't modify NZCV (CBZ, TBZ), since we rely on NZCV to
propagate the speculative taint mask with CSEL later on.
However, in one case in FastISel, we still emit TBZ, ignoring SLH. Make
it honor the SLH attribute like we do elsewhere.
[lld-macho]Allow folding entries with identical FDE (#216895)
This is done by normalising the embedded reloc data before doing a
comparison in ICF.

[MLIR][ODS] Print prop-dict fields with custom printers
Generate a key-value prop-dict printer that dispatches each field to its
ODS printer while retaining attribute conversion for non-compositional default
parsers.
Keep operation-specific property printer hooks ahead of the generated
implementation and preserve legacy input compatibility.

Upstream has been abandoned since the 0.6 release in 2008; the download

finance/pear_Payment_DTA: Deprecate and set expiration date
Upstream released the last version 1.4.3 in June 2012 and the PEAR
channel itself has seen no activity since. The DTAUS file format the
package produces has been superseded by SEPA and is no longer accepted
by German banks, so the port has no remaining use case.
