Pull IMA fixes from Mimi Zohar:
- Instantiating the ima_file_truncate and ima_path_truncate LSM hooks
resulted in configfs locking issues.
configfs files should not be measured, appraised, or audited in the
first place, so the builtin policies are updated to exclude them.
- IMA audit messages include the filename, which could result in a page
fault when the filename doesn't exist
- Un-hide the IMA_MEASURE_PCR_IDX Kconfig prompt

[RISCV] Remove unused tablegen classes. NFC (#221286)
This removes VPatBinaryFPSDNode_R_VF and VPatBinaryFPVL_R_VF. The have
_RM version that are used instead.
Change three paragraphs in different parts of the manual page (-O control
commands, -Q query options, and private key file names) into tagged lists
to make them more readable; no content change intended.

[CIR] Add cir.coro.intrinsic.promise Op (#221124)
This PR adds `cir.coro.intrinsic.promise`, representing
`llvm.coro.promise`, to the set of coroutine intrinsic ops. It also adds
the corresponding lowering to `llvm.coro.promise`.
[CI] Require hashes for pip install in metrics container (#221373)
We generate the requirements lock file with hashes, but did not actually
require them before now, which is best practice.
