databases/datui: Unbreak build with recent Rust
Bump the vendored ethnum crate to 1.5.3: 1.5.1 built a TryFromIntError
by transmuting from (), which is now a hard error since the type is no
longer zero-sized.
devel/gwm: Update to 1.4.0
Move CARGO_CRATES to Makefile.crates: the list grew to 321 crates, which
buried the port's actual metadata under 300 lines of mechanical output.
Keeping it separate makes future updates a wholesale replacement of a
generated file (make cargo-crates > Makefile.crates) and leaves diffs to
the Makefile readable.
[AArch64] Rename SVEShuffleOpts to AArch64SVEShuffleOpts
To be more consistent with other AArch64 passes and other CodeGen passes
in general which are almost always prefixed with the name of the target
(and ideally will be once we finish the NewPM transition).

[lldb][Mach-O] Fix null __LINKEDIT deref in ParseSymtab for shared cache images (#207448)
`ObjectFileMachO::ParseSymtab`, when handling a local shared cache image
(`MH_DYLIB_IN_CACHE` set and not read from memory), unconditionally
called
`linkedit_section_sp->GetFileOffset()` to slide the load command
offsets.
If the Mach-O has no `__LINKEDIT` segment, `FindSectionByName` returns a
`null` SectionSP, and this is a member call on a null pointer (caught by
UBSan;
crashes in release builds).

[libc] Add stub implementation for strptime. (#211088)
This PR adds a stub for `strptime` under
`LLVM_LIBC_ENABLE_EXPERIMENTAL_ENTRYPOINTS` for x86_64 and aarch64 as a
first step in implementing the function.
[libc++][NFC] Use [[deprecated]] for __grow_by (#209126)
`__grow_by` is an internal function, and we deprecated it to avoid
accidental use of it inside the library. `_LIBCPP_DEPRECATED_` is meant
for user-configuration, which doesn't apply here.

Fixed GHSA-qjcq-q7h7-r74v: a crafted REPEAT on a VALARM could
exhaust memory or CPU via Alarm.triggers and Alarms. Expansion
is now capped at icalendar.config.MAX_ALARM_REPEAT. Its default
is 10000. Set to -1 to disable the cap. vInt now also enforces

[HashRecognize] Fix two more compiler hangs on dense use-def chains (#211887)
The bug in `digRecurrence` fixed by #211711 applies to
`isConditionalOnXorOfPHIs` and `containsUnreachable` as well. Implement
a fix for both using the same approach.

[OpenMP] Split UPDATE clause into two: for ATOMIC and for DEPOBJ
The UPDATE clause has the same spelling on both of these directives,
but functionally it's two different clauses. Split them into "update",
and "update_depend_objects" to be able to tie their properties to their
enum ids.
This should make it easier to implement auto-generating of clause
properties in the future by avoiding spelling conflicts.
[flang][OpenMP] Split DEFAULT into DEFAULT(dsa) and DEFAULT(variant) (#212128)
The 5.0 and 5.1 specs used DEFAULT clause for what is now OTHERWISE.
Separate these two claues to be able to specify their properties
independently.

- Support for Python 3.9 has been removed.
- Support for PyPy 3.9 has been removed.
- `Stream.end_stream()` now raises `NoSuchStreamError` or `StreamClosedError` exceptions, instead of a generic `KeyError`.
- Duplicate ``content-length`` headers with different values now raise ``ProtocolError``.
Previously, the first ``content-length`` header was accepted and later conflicting values were ignored.
- Parse ``content-length`` headers according to RFC9110 grammar for numbers (1*DIGIT)
- **backfill from v4.3.0** Convert emitted events into Python `dataclass`, which introduces new constructors with required arguments.
Instantiating these events without arguments, as previously commonly used API pattern, will no longer work.
