[SLP]Fix root PHI reordering when the root order must be preserved
Do not move the operand order onto the tree-root PHI in
reorderBottomToTop() when IgnoreReorder is false (e.g. ordered
reductions): the root has no user to take over the order and it cannot
be dropped.

[sanitizer-common][rtsan] Fix log and stack printing for rtsan (#215707)
Fixes:
* sanitizer_common/TestCases/suffix-log-path_test.c
* sanitizer_common/TestCases/print-stack-trace.cpp
These two tests have some overlap, which is why they are fixed in the
same commit. Functionally, this means:
* RTSan now exports the common `__sanitizer_print_stack_trace` API, from
what I understand from the comment on the master version of this, this
is for debuggers to call
* RTSan can now report out to a log file using the common utilities
kvm_mkdb(8): Replace nonstandard SIZE_T_MAX by standard SIZE_MAX.
Should we delete this? It was unhooked from the build in 2003 and it
no longer builds now:

[RISCV] make `_Complex {integer}` consistent with GCC (#216404)
The Loongarch fix from https://github.com/llvm/llvm-project/pull/215222
but for riscv, which hits the same issue.
Clang appears to pass `_Complex short` and `_Complex char` like a struct
with two `short`/`char` fields, taking up 2 registers. GCC instead packs
the values together into a single register.
