NAS-141620 / 26.0.0-RC.1 / Fix dataset alert quota (by yocalebo) (#19240)
The UX hard-codes the default thresholds for dataset alerts to 80 and 95
and this matched what we did in our quota alert. However, this regressed
in 7f2a017cc59709defd05501740d8dd4525aac839 which coupled the quota
alert with our audit dataset. This reverts those changes and decouples
them so they're handled correctly. Essentially the default values for
the audit dataset do not match any non-audit dataset default values. The
audit alert tests come back clean.

[clang][tablegen] Allow qualifiers on _Vector builtin types (#207091)
The builtin prototype parser accepts pointers to _Vector<> template
types but not const/volatile/restrict pointers. Currently, _Vector<>
types are parsed in a special way: first parsing the type itself,
consuming it, and saving the resulting type string. Then, the remaining
qualifiers are parsed while the type is removed from the input. For this
to work, parsing qualifiers must accept empty base type, which was the
case only for plain pointers and references.
This change extends this approach to const/volatile/restrict qualifiers.

[flang][OpenMP][NFC] Move variant-matching context to semantics (#207087)
Move FlangOMPContext from lowering into semantics as the
MLIR-independent OmpVariantMatchContext. This lets an upcoming semantic
check reuse the matcher to skip the loop-nest checks for a metadirective
variant that cannot be selected on the current target, such as a
`device={kind(nohost)}` variant in a host compilation. No functional
change to metadirective lowering.

Security

* sftp(1): when downloading files on the command-line using
"sftp host:/path .", a malicious server could cause the file to
be downloaded to an unexpected location. This issue was identified
by the Swival Security Scanner.
* scp(1): when copying files between two remote destinations, do
not allow a malicious server to write files to the parent
directory of the intended target directory. This issue was

libllvmminimal: Fix building with LLVM < 21 on riscv64
On most architectures we end up not needing ABIBreak.cpp as, although
some of the sources here do reference EnableABIBreakingChecks (or, if
assertions are disabled, DisableABIBreakingChecks) at a source level, we
compile with -ffunction-sections and -fdata-sections, and link with
--gc-sections, and it happens to be the case that all references can be
GC'ed. However, prior to LLVM 21, the RISC-V backend did not apply
-fdata-sections to .sdata, where references to these symbols end up, and
for some files we're building with such references we end up not being
able to GC .sdata due to the other unrelated data in it, meaning that we
do in fact need to build ABIBreak.cpp.
Whilst we could make this conditional on the architecture, it's a tiny
file, and it's a bit fragile to rely on GC behaviour, so just include it
unconditionally.

[Analysis] Modernize CFGBlock GraphTraits; drop generic dominator tree special case (#207552)
Make clang analyzer's CFG behave like other graphs in the generic
dominator tree builder by teaching the CFGBlock GraphTraits two things.
* Node numbers: getNumber/getMaxNumber/getNumberEpoch backed by the
dense, never-renumbered BlockIDs. GraphHasNodeNumbers<CFGBlock *>
becomes true (#101706) so Semi-NCA indexes a SmallVector instead of a
DenseMap and DominatorTreeBase drops its CFGBlock-to-index map.
* Plain `CFGBlock *` children: map through the reachable target and skip
`AB_Unreachable` (null) edges. This drops the
is_same_v/make_filter_range
fallback in getChildren() and the CFGBlock ChildrenGetterTy
specialization.
(Post)dominator and IDF results are unchanged.

Guard IPA join DNS registration behind enable_dns_updates
The IPA join called register_dns() unconditionally, right before
_ipa_setup_services() creates the SMB and NFS service principals and
keytabs. register_dns() raises "DNS updates are disabled for the
directory service" when enable_dns_updates is false, so joining with
DNS updates disabled aborted before the SMB keytab was created. smbd
then failed to start:
krb5_kt_start_seq_get on FILE:/etc/ipa/smb.keytab failed
(No such file or directory)
The host-level join had already persisted (remote IPA host account
and host keytab, neither of which is rolled back), so later join
attempts short-circuited on ALREADY_JOINED and never re-ran service
setup. The server was left permanently HEALTHY but unable to serve
SMB.
Guard the register_dns() call with enable_dns_updates, matching the
