Reverts llvm/llvm-project#219934
Some regressions where reported in clang performance by LNT.
Reverting temporarily to restore LNT before re-landing with an improved
version.
[IR] Use merged cmpxchg ordering in getMemoryEffects() (#220516)
cmpxchg can have a stronger failure than success ordering, so we should
use getMergedOrdering() when computing the memory effects.
I double checked that we intentionally allow failure to be stronger than
success since 431e3138a1f3fd2bb7b25e1f4766d935058136f8.
Disclaimer: Issue was identified by AI, and the patch was also generated
by it.
math/gretl: fix build without OpenMP
Remove calls to OpenMP functions when OpenMP is disabled.
Disable OpenMP where not available.
Remove bogus -lomp link flag. Port now builds fine on armv7.

emulators/visualboyadvance-m: Switch to legacy SFML-2, unbreak LINK, break FFMPEG
Remove an unnecessary min/max macro pair interferring with std::min
and std::max to unbreak LINK. The FFMPEG dependency probably needs
some porting so it works with FFMPEG 9, so disable it for now.

[compiler-rt][ORC][COFF] Run atexit callbacks in LIFO order (#214053)
The COFF runtime stores atexit callbacks in registration order, but
executes them in the same order during JITDylib deinitialization.
Run callbacks from the back of the vector so that they execute in
reverse registration order, and add a regression test.
This was found while investigating #213568.

[VPlan] Remove asserts on VF and VFxUF users with EVL tail folding. NFC
These asserts were added during the bringup of EVL tail folding, but IIUC it was because we used to do call replaceAllUsesWith, https://github.com/llvm/llvm-project/commit/f01a7936bea491324e06dcf203749dda08ce7c07. These days we only replace recipes which generate their own backedge (widened induction recipes + scalarivsteps) via replaceUsesWithIf.
So the assert isn't really guarding against anything anymore, and is becoming cumbersome to update (e.g. see https://github.com/llvm/llvm-project/pull/171590), so this removes it.
[orc-rt] Compile C API headers as C in the unit tests (#220510)
Ensures that the C API headers in orc-rt-c compile as C.
Add CAPICompileTest.c, which includes every public C header and
exercises ORC_RT_HAS_BUILTIN from C, plus a CompilerTest case checking
that C and C++ agree on the result. Later commits should extend this
file as more macros move into orc-rt-c/support/Compiler.h.
Set CMAKE_C_STANDARD alongside the existing CMAKE_CXX_STANDARD in the
root CMakeLists.txt. CMAKE_C_EXTENSIONS is off so C sources build as
-std=c11 rather than -std=gnu11, keeping GNU extensions out of the
public headers.
[CodeGen][RegCoalescer] Regenerate implicit-def test checks (#220522)
Follow-up to a46377b17b85. Use update_mir_test_checks.py and drop the
redundant -verify-machineinstrs option.
