CodeGen: Remove stale last-block case when splitting a critical edge (#230930)

Before f264f9ad7df5, a new block at the end of the function began at the
old end index, so the isLastMBB case had to extend live-out intervals
over it. Now the new block always ends at the old end index, so they
already cover it. The extension became a no-op, and the case also
skipped trimming registers not live into the successor, leaving a dead
segment.

block-placement.ll needs a volatile store to keep its nested loop.
common-chain.ll gets shrink-wrapped.

[NFC][Attributor] Remove "See AbstractAttribute::..." comments (#237804)

Most overridden methods have a comment like `/// See
AbstractAttribute::initialize(...).` that only points to the base class
declaration. Remove them, including those in OpenMPOpt and
AMDGPUAttributor.

[RISCV] Optimize repeated-half i64 vector splats on RV32 (#228119)

On RV32, lower i64 vector splats with identical dynamic i32 halves using
an e32 vmv.v.x and a bitcast, avoiding temporary stack stores and a
stride-zero load.

Require undef passthrough, double small constant VLs, and otherwise use
VLMAX. Also preserve defined passthrough in the existing equal-constant
path.

[RISCV][GlobalISel] Improve narrow ctlz_zero_poison lowering for XTHeadBb (#237815)

This commit widens G_CTLZ_ZERO_POISON before lowering it to G_CTLZ so
the generic legalizer uses a left shift instead of zero extension and
subtraction.
