[mlir][bufferization] Add scf.for test cases to static memory planner (#215221)
Extends test coverage from #213634 to document how the static memory
planner handles scf.for patterns.
Four new tests (15–18):
- Test 15: alloc nested inside an scf.for body is skipped , same rule as
test 13 for scf.if, only entry-block allocs get planned.
- Test 16: entry-block alloc passed as an iter_arg, freed and replaced
each iteration. Skipped because the iter_arg dealloc also potentially
frees the per-iteration nested alloc, which the arena doesn't own.
- Test 17: entry-block alloc as iter_arg, fresh buffer yielded each
iteration without freeing the previous one (potential memory leak).
Skipped for the same reason as test 16.
- Test 18: entry-block alloc freed directly inside the loop body, fresh
buffer allocated and yielded each iteration (potential double-free /
memory leak). Skipped for the same reason.

[X86] Prefer SIMD min/max/abs for scalars when staying in XMM domain (#210654)
For memory-bound scalar `smin`/`smax`/`umin`/`umax`/`abs` of
`i16`/`i32`/`i64` loads whose result is stored, prefer SSE `PMIN`/`PMAX`/`PABS` over
`cmp`+`cmov` / `neg`+`cmov`, matching GCC on cases like `sort2` and
scalar abs-to-memory.

etc/rc.subr: svcj - use the filename for services
We have ports and basesystem services, where the internal name and the
filename differ. While the documentation recommends to keep them in
sync, the reality is different. For service jails use the basename of
the service filename.

rc.d/bgfsck: use the correct variable name
The name of the script and the name used internally for rc.conf differ,
as such the hardcoded disabling of service jails for the didn't work.
Fix by using the correct name.

firewall: remove 2a10::/12 from bogonsv6.sample since it was de-bogonized in 2020 (#10617)
Spent some time troubleshooting why incoming traffic was being blocked by
the bogon rules after upgrade of OPNsense, and found that the system was
using the list from bogonsv6.sample which contains entries that are no longer
bogons.
