Partially reapply "ValueTracking: Improve handling of fadd in computeKnownFPClass." (#174290) (#174332)

This partially reverts commit 108a22ed5fa1836b4cfcd05e9d96f98a533068d5.

Restore the sign-bit tracking for both inputs known-negative case,
and leave the 0 handling for later. There is a libc test improperly
relying on running code compiled for IEEE behavior that changed
the output denormal mode.

   lintpkgsrc: fix build for MANINSTALL=catinstall

   The default value for MANINSTALL differs between the supported
   platforms, it may or may not include "catinstall".  When it does, it
   requires all pre-rendered manual pages from the PLIST to be installed.

   Remove the pre-rendered manual page from the PLIST, as lintpkgsrc does
   not provide it. It would be wrong to include it in the binary package
   since it would be generated on the build platform instead of the target
   platform, thus generating wrong headers and footers.

   Fixes PR pkg/59286.

   Update to weex-2.8.4.
