CodeGen: Remove denormal mode from TargetOptions

This doesn't appear to be used anywhere, and is a
per-function property.

Handle Alloca in the VPlan-based cost mode. This also updates the cost
in the legacy cost model to clarify that we always compute the scalar
cost.

   doc: Updated multimedia/xine-ui to 0.99.14

   xine-ui: Update to 0.99.14

   This update is mostly minor fixes and two local patches can be deleted.
   It also adds a Dutch translation.

   For a local change I fixed the readline detection... this isn't ready
   for libedit.

   Verified to build on NetBSD, FreeBSD, Darwin, Linux.

xine-lib: Add PR reference

   powerpc/asm.h: Provide a reference for stwcx. erratum.

   This reference is kinda bodgy, wish I had something more clearly
   authoritative from IBM and not from `Applied Micro Circuits
   Corporation', whatever that is.  We should also really keep archives
   of all these documents for future reference after upstreams stop
   hosting them.

   No functional change intended, comment only.

   eol-packages: Add lua5[123]

   Actual EOL dates were from <https://endoflife.date/lua> that coincide with the
   dates of the corresponding last patch releases.
