kernel - Fix lost wakeup in fifo_open()
* fifo_open() tests fi_readers, drops the fifo and vnode locks, then
tsleeps. A peer opening in that window bumps the counter and issues
its wakeup before the sleeper is queued, so open(2) blocks forever
with a peer already attached. Both paths are affected.
* Queue with tsleep_interlock() before releasing the locks and sleep
with PINTERLOCKED.

`ds_hdl.get_property` does not exist. Both calls sat inside bare except
`Exception` blocks, so the `AttributeError` was swallowed every time.
`__try_count_via_nlink` always returned `None`, and `changed_ts` was
always `None`. The `st_nlink` short-circuit never ran and the TDB cache
never stored or hit a single entry. Every count fell through to a full
`iter_snapshots` walk, silently.

iflib: Use private lifecycle state for control work
Use the context-locked datapath state for netmap initialization results,
resume completion and administrative work eligibility. Keep stopped
and failed interfaces eligible for link and mailbox recovery without
using IFF_DRV_OACTIVE as an implicit indication that initialization has
been attempted. Evaluate media and deferred admin eligibility under
the context lock rather than from an earlier IFF_DRV_ flag snapshot.
Always pass through iflib_stop() before an IOV-init callback which
changes the PF queue layout, as the IOV-uninit counterpart already does.
Neither administrative down nor a cleared IFF_DRV_RUNNING proves that
queue DMA is stopped. The private lifecycle state decides whether the
hardware stop is necessary; IFF_UP only decides whether to initialize
again afterward.

[NewPM] Add helper function to skip for opt-bisect
With the introduction of CodeGen passes to the NewPM infrastructure, we
get the concept of required passes that perform optimizations and want
to skip them when running under opt bisect. This occurs for passes like
SelectionDAG and StackColoring. Add a helper function to make it easy to
query, although make it specific to opt bisect unlike the LegacyPM
skipFunction. A helper function is slightly more convenient (i.e., no
need to forward the pass name explicitly).

[flang][cuda][NFC] Move CUFDeviceIsActive function to the right place (#223453)

and allocator). Move all to allocatable as this check is used for the
automatic deallocation.
[[mlir][linalg] Infer reduction-neutral padding values in rewriteAsPaddedOp (#216517)
**Problem**:
with no explicit options.paddingValues, rewriteAsPaddedOp padded every
operand with zero — silently corrupting reductions (a padded
maximumf/mulf element gets combined).
**Change**:
Added a new public linalg::inferPaddingValues(builder, toPad) to pick a
semantics-preserving value per operand:
- no reduction dim → zero;
- contraction → zero (0 annihilates through the multiply);
- other reductions → the combiner's neutral (-inf for maximumf, 1 for
mulf, …), found via matchReduction so the real accumulator combiner is
used.
rewriteAsPaddedOp calls it when options.paddingValues is empty. If no
value can be inferred, it returns failure() with the error "could not
infer a padding value"; the caller is then expected to determine the
