POSIX defines confstr as returning strings for various macros (see:
https://pubs.opengroup.org/onlinepubs/9799919799/functions/confstr.html)
This PR adds an implementation as experimental that always returns that
there's no valid string.

[MLIR][Math] Enable strict property assembly format (#217275)
Enable the strict properties assembly format mode for the Math dialect.
Spell the classification fast-math attribute in the declarative format
so it is not parsed from attr-dict in strict mode.

[MLIR][Affine] Reject fully consumed bounded delinearize split (#217472)
Do not apply SplitDelinearizeSpanningLastLinearizeArg when the split
would consume an entire outer-bounded basis. Rewriting that case can
discard earlier linearization inputs and previously built an invalid
zero-result prefix operation.

Generate a key-value prop-dict printer that dispatches each field to its
ODS printer while retaining attribute conversion for non-compositional
default parsers.
Keep operation-specific property printer hooks ahead of the generated
implementation and preserve legacy input compatibility.

[ORC] Remove lookupAndRecordAddrs (#218671)
All uses of lookupAndRecordAddrs have been replaced by lookupAndApply,
so remove the former (along with its unit tests).
Add conduct email contact for the CODE_OF_CONDUCT page (#218787)
This turns out to be the landing page users get linked to when
(temporarily or permanently) banned. And since there is no way to
privately message through GitHub, this is basically where they end up
and having an immediate way to reach the CoC Committee to discuss those
moderation actions is important.

[CIR] Rewrap the x86_64 classifier bridge comment
This paragraph lost its shape over a couple of merges and ended up with
a short orphaned line in the middle. Rewrapping the whole block lets
classifyX86_64Function land mid-line so the lines fill evenly. The
wording is untouched, only the line breaks moved.

[MLIR][ODS] Parse prop-dict fields with custom parsers (#218798)
Teach generated operation parsers to accept a key-value spelling for
prop-dict and dispatch known fields through their ODS parsers. Keep the
DictionaryAttr spelling as a compatibility path and use attribute
conversion when a property has no usable FieldParser.
Reland #217590 after fixing the MSAN specific failure: the
`FieldParser<SmallVector<int32_t>>` specialization collided with a
generic instantiation in another translation unit. Under MSan, the
linker selected the generic parser instead of the specialization.
