filedesc: make fdinit return with source filedesc locked and new one sized

Assert FILEDESC_XLOCK_ASSERT only for already used tables in fdgrowtable.
We don't have to call it with the lock held if we are just creating new
filedesc.

As a side note, strictly speaking processes can have fdtables with
fd_lastfile = -1, but then they cannot enter fdgrowtable. Very first file
descriptor they get will be 0 and the only syscall allowing to choose fd number
requires an active file descriptor. Should this ever change, we can add an 'init'
(or similar) parameter to fdgrowtable.

net/motsognir: NEW PORT - Full-featured gopher server without dependencies

Motsognir is a robust, reliable and easy to install open-source gopher server
for Unix-like systems (Linux, BSD, and anything else POSIX-compliant).

The Motsognir gopher server is meant to be used for small projects (like home
servers), but should scale well on bigger architectures as well. All the
configuration is done via a single configuration file, which has very
reasonable defaults. That makes Motsognir easily maintainable, and allows the
administrator to have a full knowledge of what features are allowed/enabled on
the server. Motsognir supports server-side CGI applications and PHP scripts, is
plainly compatible with UTF-8 filesystems, and is entirely written in ANSI C
without external dependencies.

[OCaml] Rework Llvm_executionengine using ctypes.

Since JIT->MCJIT migration, most of the ExecutionEngine interface
became deprecated and/or broken. This especially affected the OCaml
bindings, as runFunction is no longer available, and unlike in C,
it is not possible to coerce a pointer to a function and call it
in OCaml.

In practice, LLVM 3.5 shipped completely unusable
Llvm_executionengine.

The GenericValue interface and runFunction were essentially
a poor man's FFI. As such, this interface was removed and instead
a dependency on ctypes >=0.3 added, which handled platform-specific
aspects of accessing data and calling functions.

The new interface does not expose JIT (which is a shim around MCJIT),
as well as the interpreter (which can't handle a lot of valid IR).

Llvm_executionengine.add_global_mapping is currently unusable
due to PR20656.

Due to vclean() removing the UPL no matter what we do, we can not delay
the pageout request to be processed later in pageout_thread. For now
we will simply return UPL_ABORT_UNAVAILABLE.
The only other solution is to allocate regular memory, like kmem_alloc
and copy over the UPL pages into it. This can them be written to disk
via pageout_thread.

Same is true of vnop_inactive, but it only updates atime timestamps, so
we will ignore that for now.

fdiused is now only used in some KASSERTS, so ifdef it under INVARIANTS.

MFC r273159:
Add two sysctl(8) to enable/disable NFSv4 server to check when setting
user nobody and/or setting group nogroup as owner of a file or directory.
Usually at the client side, if there is an username that is not in the
client's passwd database, some clients will send 'nobody@<your.dns.domain>'
in the wire and the NFSv4 server will treat it as an ERROR.
However, if you have a valid user nobody in your passwd database,
the NFSv4 server will treat it as a NFSERR_BADOWNER as its believes the
client doesn't has the username mapped.
