shmfd: consistently return size in 512 byte blocks for fstat(2) st_blocks
This is ABI-breaking change that could be considered as the bug fix.

multimedia/webcamd: Fix 16-CURRENT build
16-CURRENT added capsicum support to libusb in src commit 749318f2ae56.
Chase this change by adding a couple of #ifdefs to determine whether
building under 16-CURRENT or not.
