net/freeipa-server: Respect PREFIX and fix service restarts
The patches hardcoded /usr/local. They now carry %%PREFIX%% for this port's
own files and %%LOCALBASE%% for what other ports install, substituted in
post-patch.
Two restart fixes: the rc script passes --ignore-service-failures on restart
as it already does on start, so one failing service no longer takes the
Directory Server down with it, and FreeBSDService re-checks a service after a
failed rc action instead of trusting a status check that raced the pidfile.

security/dogtag-pki: Set the boot flag with sysrc
create_rc_service() wrote <instance>_enable="YES" into rc.conf.d, which is
read after rc.conf and therefore overrode sysrc. The instance started at boot
whatever the administrator had set, and under FreeIPA it came up before the
Directory Server it needs. The flag now goes to rc.conf through sysrc.

pw: fix at job removal when deleting a user
rmat() used stat() with a path relative to the current working
directory, so it never found the job files in /var/at/jobs and the
at(1) jobs of a deleted user were never removed.
ef7d0eb9489f also broke it by introducing a typo: /usr/sbin/atrm instead
of /usr/bin/artm.
Use fstatat() with the directory fd to stat the job files relative to
the at jobs directory, and unlinkat() them directly instead of spawning
atrm.
Those changes allow us to make it works with pw -R.

pw: remove crontab with unlinkat instead of spawning crontab
crontab -r only unlinks the crontab file, so spawn it directly with
unlinkat() relative to conf.rootfd. This also makes the crontab
removal work with pw -R.
