kern_umtx.c: remove dead code

It was a placeholder for the access control for process-shared umtx
memory, which is not needed.

website: Fix contributing article footer link

Unconditionally send the website footer link to the contributing article
to the english version, as a stopgap to fix the 404. This link needs to
preserve the language.
