Remove all the nasty PBI_PROGREVISION lines for modules10

Bulk modification of the 10.x PBI configuration files, clean up all the PBI_PROGREVISION values (empty them), and well as the standard checks for author,website, license, etc...

Bulk fix of all the 10.x PBI modules.
Remove the PBI_PROGWEB entry if a website exists in the port.
Remove the PBI_LICENSE entry if a license is listed in the port.
Replace all the PBI_PROGAUTHOR fields that were email addresses (maintainer emails) with the generic "<ProgramName> Team"
Bump the build key for any module that was modified.

Fix a bunch of the audio Author/Licence/Website information in the PBI modules, I am going to do a quick script to get the rest of the modules in the tree because this is taking way too long to do each one individually.

Remove all the PBI_DESC and PBI_SHORTDESC options from pbi.conf files. These variables are all auto-filled when the PBI gets created, so there is no need to manually specify them in the module by default.

Add the short descriptions for a bunch of the audio/* modules

Convert all the 10.x pbi.conf's to the 10.x format with the module9to10.sh script

Add modules10

Removed modules10/ for the moment, will re-import from 9
