ncurses: readd "bsdpads"
During the import of ncurses 6.5 some bsd specifics configuration where
lost and reintroduce quickly after the import, unfortunatly there was a
typo in this fix which caused the "bsdpads" to not be enabled in
ncurses.
Fortunatly only very old programs may be affected by this change,
unfortunatly Nethack (in the ports tree is one of them.)

xhci: Add header values for Debug Capability (DbC)
Add header values for xHCI debug capability. These values are defined in
section 7.6 of xHCI Specification 1.2b (April 2023).

xhci: Correct name of HCCPARAMS Register
On inital import the name of HCCPARAMS1 was misnamed as HCSPARAMS0.
HCCPARAMS1 is defined in section 5.3.6 of xHCI Specification 1.2b (April
2023).

ports-mgmt/pkg-devel: update to 2.4.99.1
Changes:
- fetch: improve error reporting
- fetch: properly integrate the curl debug informations in the pkg debug output
- fetch: display curl IP address we are fetching from in debug mode
- unregister(8): new command to remove the records from an installed package,
keeping the files around
- install --register-only: records the packages as installed without touching
any installed files on the filesystem. Note in case on config files it also
the vanilla version of the file in the db so 3way merge is functional for later
upgrades
- case sensitivity: lots of bug fixes, the behaviour is now consistent accross all
commands and respect the default setting in pkg.conf.
cam: set reladr in scsi_read_capacity_16
The reladr field wasn't being set, so pmi and reladr args were
nops. That's OK, because they are passed as 0 in the one place in the
tree we use this.
