security/nmap-devel: Use version number documented in handbook
As we don't know what the next version number will be, because the
upstreasm git repo does not contain any branches or tags, use the
current GA 7.94 version incremented by one.

security/nmap-devel: New port
Introduce nmap development port. The development branch includes
prerequisite updates including the pcre2 replacement of pcre.
This port tracks the nmap/nmap github repo.
security/nmap: Use internal pcre
In preparation for devel/pcre removal, use internal pcre.
Upstream has a patch switching from pcre to pcre2. However this
requires a significant number of prerequisite patches to switch
the build system from make to cmake. A -devel port will be added
to track upstream development instead.
sysutils/bacula15-server: Add Bacula 15
Coming in with Bacula 15.0.2 server are client, docs, nagios check, and
the static client.
